The project requires updates to the RGDSS hydrogeologic model and related documentation. Work is scheduled to begin on or about July 1, 2018 and will be completed by June 30, 2021, representing a three-year term. Submittal of qualifications and a cover letter must be directed to Maggie Van Cleef at the Department of Natural Resources Purchasing Office in Denver, Colorado, with the solicitation number (NPSS1 PMAA 2018000164) included in the subject line. Respondents should describe their firm's experience and qualifications with hydrogeologic modeling and decision support systems, along with standard vendor information including name, address, phone number, and email.

The Colorado Division of Water Resources has budgeted approximately $200,000 for this work. The sole source justification identifies HRS Water Consultants as the proposed contractor based on their extensive historical involvement with RGDSS development, including hydrogeologic conceptualization, aquifer layering, and parameter values in the model. HRS has supported the State in four Water Court trials (2006, 2009, 2012, and 2018) and has provided expert witness testimony regarding the model. The procurement emphasizes that no other consultant possesses the background and ability to complement the existing expert witness testimony and complete the specified scope of work, which will inform the court and objectors regarding hydrogeologic details and inform the model updates.
