About this file

This is a Notice of Proposed Sole Source from the Colorado Department of Natural Resources, Procurement Office, for facilitation services to the Interbasin Compact Committee (IBCC) in collaboration with the Colorado Water Conservation Board (CWCB). The scope of work requires the vendor to provide planning, coordination, full-day facilitation, and summaries for three annual IBCC meetings and monthly subcommittee meetings from October 2026 through October 2029. Meetings will be held at various locations throughout Colorado. Key labor activities include pre-event strategy sessions with CWCB staff, full-day event facilitation, post-event debriefs and summaries, ongoing monthly project management, quality assurance, and final report support. The contract will be issued as soon as practical, with a sole source procurement end date of December 31, 2029. No specific response date or bidder's conference is referenced in the notice.

The CWCB has budgeted approximately $286,612.70 for the work. The Langdon Group (operating as JUB Engineers Inc) has been identified as the sole vendor meeting the unique qualifications, experience, and personnel capacity required for this project. The sole source justification cites the vendor's unparalleled understanding of basin roundtable history, Colorado's water sector nuances, established stakeholder relationships, proven ability to facilitate multi-stakeholder consensus-based meetings, and capacity to meet accelerated timelines. The Department is accepting one-page cover letters from other vendors interested in challenging the sole source status through the contact listed (amanda.schor@state.co.us). The notice explicitly states this is not a solicitation for proposals, quotations, or pricing, but rather a notification of the Department's intent to award a sole source contract contingent on no successful challenges to the sole source determination.

Notice of Proposed Sole Source Scope of Work and Sole Source Justification

NPSS1 PDAA 2027*062

No & Low Regrets

Scope of Services The Vendor will provide planning, coordination, full-day facilitation, and summaries for three Interbasin Compact Committee (IBCC) meetings annually, as well as monthly subcommittee meetings between IBCC meetings from October 2026 through October 2029. Meetings will take place at various locations around Colorado each year. Key labor activities entail pre-event strategy sessions with Colorado Water Conservation Board (CWCB) staff, full-day event facilitation, post-event debriefs and summaries, ongoing monthly project management, quality assurance, and final report support. The Langdon Group is the sole vendor that possesses the unique qualifications, experience, and personnel capacity required to successfully execute this project on the timeline necessary for incorporation into the Colorado Water Plan process.

Schedule and Term of Award A Contract will be issued as soon as practical. The Sole Source Procurement end date is December 31, 2029.

Budget CWCB has budgeted an approximate amount of $286,612.70 for work.

Sole Source Justification The Langdon Group is the sole vendor that possesses the unique qualifications, experience, and personnel capacity required to successfully execute this project on the timeline necessary for incorporation into the Colorado Water Plan process.

The Langdon Group has an unparalleled understanding of the historical context of the basin roundtables and the IBCC, the nuances of the water sector in Colorado, and the specific challenges faced by each of the basin roundtables. In addition to this background their facilitators have established relationships, and an intimate understanding of the nuances of engaging with IBCC members, the basin roundtables, and the CWCB. Their prior involvement in many projects across the state makes them the only vendor qualified to complete this project within the short timeline.

The Langdon Group has established strong, pre-existing relationships and a high level of trust with the target stakeholders, having worked with them in the IBCC process and other projects around the state. Any other contractor would require significant time to build the necessary trust and understanding with these stakeholders. The Langdon Group has the proven personnel capacity and bandwidth to effectively manage the project in the short timeframe, including the ability to facilitate multi-stakeholder meetings on complex topics, that result in consensus-based ideas that resonate among a diversity of water users.

Funding for this project has been secured, and this project needs to be completed by 2029 to be incorporated into the Colorado Water Plan process that is already underway. A full solicitation process would introduce significant delays that would be detrimental to the project timeline and overall success. The time required for a new vendor to familiarize themselves with the project context and build the necessary rapport with stakeholders would take longer than the limited time available for this project based on the funding and progress made on the Colorado Water Plan Update.
