About this file
This Notice of Proposed Sole Source is issued by the Colorado Department of Natural Resources, Division of Water Resources (DWR), for the procurement of Aquarius Software, a Software-as-a-Service (SaaS) platform provided by Aquatic Informatics. The software is utilized to perform scientific calculations and corrections of streamflow data used for water rights administration and other scientific endeavors, following US Geological Survey (USGS) processes and guidelines, as well as standards set by ISO and recommendations from the World Meteorological Organization and Open Geospatial Consortium. DWR has budgeted approximately $470,318.38 for this sole source procurement, with a contract term extending through June 30, 2031. A Purchase Order will be issued as soon as practical. The Department invites vendors to submit a one-page cover letter signed by authorized personnel demonstrating their capability to supply equivalent services to those offered by Aquatic Informatics, with submission directed to Amanda Schor at amanda.schor@state.co.us using solicitation number NPSS1 PEAA 2027*073 in the subject line.
The sole source justification is based on DWR's decades-long partnership with USGS and the agency's extensive familiarity with Aquarius, specifically the rating development module known as GRSAT, which DWR has utilized since approximately 2008. DWR staff possess established knowledge and experience with this USGS protocol-based tool, and continued use will facilitate data sharing with USGS while minimizing training requirements. This Notice of Proposed Sole Source serves as an opportunity for competing vendors to challenge the sole source determination; if a valid challenge is received, a formal solicitation will be issued. Vendors are cautioned that submission of a challenge without readiness to respond to a subsequent competitive solicitation is discouraged, as this notification is not a request for proposals, quotations, or pricing but rather formal notification of the Department's intent to award a sole source contract.

Aquarius Software
Scope of Services Aquatic Informatics provides a Software-as-a-Service (SaaS) known as Aquarius. This technical software program is utilized to make scientific calculations and corrections of Division of Water Resources (DWR) streamflow data used for water rights administration and other scientific endeavors. DWR utilizes USGS processes and guidelines. US Geological Survey (USGS) procured Aquarius through a competitive bid process for nationwide implementation in 2012. AQUARIUS Software is designed to match the standards set out by the USGS and the ISO and follows recommendations put forth by the World Meteorological Organization and Open Geospatial Consortium.
Schedule and Term of Award A Purchase Order will be issued as soon as practical. The Sole Source Procurement end date is June 30, 2031.
Budget DWR has budgeted an approximate amount of $470,318.38 for work.
Sole Source Justification DWR hydrography staff currently review and produce records using US Geological Survey (USGS) processes and guidelines and therefore, have maintained a partner relationship for decades. Data is shared and reviewed annually with USGS. As part of that coordination, DWR has been using the rating development module from Aquarius, known as GRSAT since approximately 2008. DWR staff already have knowledge and experience using this module of the tool which is based on USGS protocols. This module is a key feature of the Aquarius environment. Utilizing Aquarius will facilitate data sharing with USGS and reduce DWR’s training needs since DWR is already familiar with the software.
