The PWS outlines comprehensive protective services requirements across six NASA East Region facilities: NASA Headquarters (HQ), Goddard Space Flight Center (GSFC), Glenn Research Center (GRC), Langley Research Center (LaRC), Armstrong Flight Research Center (AFRC), and Wallops Flight Facility (WFF). Services span Information Security and Communications Security (INFOSEC/COMSEC), Emergency Management, Protective Services Communications Center (PSCC), Physical Security Support, Security Operations, and Identity Credential and Access Management (ICAM). The Contractor must maintain a Top-Secret facility clearance from the Defense Counterintelligence and Security Agency and ensure all personnel possess required security clearances prior to assignment. The contract operates on a 24-hour, seven-day-per-week basis unless otherwise specified, with the Contractor providing all labor, equipment, supplies, and materials necessary for performance. Services include armed and unarmed security personnel, emergency response teams, K9 units, locksmith services, electronic security system maintenance, PSCC operations, traffic enforcement, criminal investigations, weapons storage management, and badging/credentialing operations. The Contractor must establish a hierarchical command structure with a Program Manager located at NASA HQ and Site Managers at each facility. Specific requirements address personnel qualifications and certifications, firearms training and proficiency standards, emergency preparedness and continuity of operations planning, and compliance with applicable NASA Procedural Requirements, Federal regulations, and industry standards including NFPA and NIST guidelines. The statement includes indefinite-delivery indefinite-quantity (IDIQ) provisions allowing the Government to task the Contractor for surge activities and protective services at other NASA Centers as needed, with labor and travel costs processed through formal Task Order approval procedures.
