About this file

This is a Notice of Proposed Sole Source from the Colorado Division of Parks and Wildlife (CPW) under the Department of Natural Resources for a five-year lease program of Conducted Electrical Weapons (Tasers). The scope of work encompasses the rental of Conducted Electrical Weapons and all necessary equipment required for proper and safe operation. Rental services will commence as soon as practical and extend through June 30, 2028, with terms structured as five-year leases for each piece of equipment and annual renewals at the discretion of the State of Colorado. The solicitation number is NPSS1 PMAA 2018000102, and inquiries and submittals should be directed to Maggie Van Cleef at the Department of Natural Resources Purchasing Office via email at maggie.vancleef@state.co.us or by phone at (303) 866-3292, extension 8641.

The Colorado Division of Parks and Wildlife has budgeted an approximate range of $150,000 to $500,000 or more for rental fees through the contract end date, with specific budgeted amounts and annual needs to be determined. CPW leadership has authorized the use of Axon (formerly Taser) brand Conducted Electrical Weapons as the sole source for law enforcement staff, with equipment leases available exclusively through Proforce, the sole distributor of Axon/Taser products in Colorado. The selection is based on the manufacturer's semi-automatic firing capability, regulated current delivery, safety features including a holster-activated switch, public identifiability for deterrence, smart technology with digital current regulation, and Axon/Taser's recognized industry track record in safety, research and development, product testing, and judicial case law. Vendors wishing to contest this sole source award must submit a signed cover letter or email demonstrating how their firm could meet CPW's needs while addressing the specific features of Axon/Taser products.

Notice of Proposed Sole Source

NPSS1 PMAA 2018000102

Scope of Work and Sole Source Justification Rental of Conducted Electrical Weapons (Taser)

Scope of Services The work covers rental of Conducted Electrical Weapons (Tasers) and all necessary equipment to operate them properly and safely.

Schedule and Term of Award Rentals will begin as soon as practical and will extend through 6/30/2028. Terms will be for five years for each piece of equipment, with annual renewals at the discretion of the State of Colorado.

Budget The Colorado Division of Parks and Wildlife has budgeted an approximate amount of $150,000 to $500,000 or more for rental fees through 6/30/2028. Budgeted amounts and need for each fiscal year have not been determined.

Sole Source Justification Leadership of Colorado Parks and Wildlife (CPW) has authorized the use of Axon (formerly Taser) brand Conducted Electrical Weapons for use by CPW law enforcement staff. Equipment leases will be through Proforce as the sole distributor of Axon/Taser products in Colorado.

This brand choice is based upon capability for semi-automatic firing of multiple cartridges that delivers a regulated current, a safety switch activated by placing the unit in the holster, units that are easily identifiable by the public for deterrence purposes and by officers to prevent mistaken weapons under stars, and the smart technology that offers digital current regulation, even if the probe does not penetrate the skin. Axon/Taser was recognized under the CPW pilot as the only CEW on the market with the safety, research and development, product testing judicial case law and proven track record in the industry.
