Goals: The primary goal of the Preservation Trades Program is to equip high school students with knowledge, skills, and training needed to enter the construction trades workplace with specific proficiencies related to historic rehabilitation and restoration. This project will engage high school students in hands-on preservation work that promotes civic participation.

This agreement will initiate a preservation trade's education program in the Calumet Laurium Keweenaw (CLK) Public Schools for the 2020/2021 school year. It will place an AmericCorps worker to assist with student instruction, a Volunteers in Service to America (VISTA) worker to build program curriculum and capacity, and a preservation specialist to conduct workshops. A six (6) week summer rehabilitation project.

PP: This agreement will focus on preservation of historic structures located in the park and will serve to underscore the value and reuse potential of the existing built environment. The CLK Public High School has the distinction for being located within the Calumet Unit of Keweenaw National Historical Park, and as such, is well situated to become the focal point for a preservation trades education. CLK is Michigan’s northern-most school district, located on the Keweenaw Peninsula of Michigan’s Upper Peninsula and bounded by Lake Superior. The Keweenaw is a remote rural area with widespread poverty and lack of resources for young people. The 2019 high school enrollment is comprised of approximately 500 students with approximately 60% eligible for free or discounted lunch. This project specifically targets the under-served youth of the CLK Public School district.

The project promotes greater public and private participation in historic preservation program activities. The project builds resource stewardship ethics in its participation. This will support the Government's object to provide opportunities for youth to learn about the environment by spending time working on projects in the National Park Service.

Overview: This agreement will initiate a preservation trades education program at CLK High School which is located in the Calumet Unit of Keweenaw National Historical Park. To lay the foundations for the first year of the program, this project will put in place one AmeriCorps and one VISTA representative to work in the school to build capacity, define curriculum objectives, assist with instruction, and generate outside funding support for a self-sustaining program. The project will also include a six week long summer preservation construction project involving rehabilitation of a community-owned structure for up to eight students earning an AmeriCorps living allowance and post-high school educational awards. The program will offer hands-on preservation skills-training in carpentry, masonry, window restoration, and construction-related certifications in lead safe practices, asbestos awareness, fall protection, and scaffolding assembly to prepare students for future employment in the building trades.
Recipient: Child and Family Services Northwest Michigan - Youth Work
Sub Involv: The Historical Architect at Keweenaw National Historica Park will: collaborate on development of job descriptions for the AmeriCorps and VISTA positions; work with CLK schools, YouthWork Program Director to build community participation in the preservation trades education program concept; assist with preparation of preservation curriculum in consultation with the AmeriCorps worker and CLK teachers; provide technical support during targeted workshop events; and offer general guidance concerning content and methods to ensure that the Secretary of the Interior's Standards for the Treatment of Historic Properties are met. Keweenaw National Historical Park Interpretation and Education staff will assist program participants with media development that will convey the program's objectives and accomplishments to the community and the visiting public.
Justification: YouthWork is uniquely qualified for the historic preservation focus of this project based on their past successful experience in manging youth preservation crews for Keweenaw National Historical Park and as such has demonstrated their mastery in applying the Secretary of the Interior's Standards for the Treatment of Historic Properties. YouthWork is well connected to Michigan's preservation trades network with a commitment to hire a preservation specialist who is qualified to assist the AmeriCorps and VISTA workers with program development and instruction including targeted workshop sessions scheduled throughout the school year. YouthWork of Child and Family Services Northwest Michigan is based in Traverse City, MI. and recruits program participants from within the local community. YouthWork's geographical proximity to the Keweenaw enables the program director and education specialists to arrange periodic site visits for project support and guidance.
