About this file

This document is a compliance letter template from the Idaho Department of Juvenile Corrections (IDJC) related to the state's No Public Funds for Abortion Act. The letter serves as the final step in IDJC's internal compliance process for a Request for Quote for weighted blankets posted on October 29, 2025, with a response deadline of November 25, 2025. The letter informs potential vendors that all State of Idaho agencies, including IDJC, are subject to the No Public Funds for Abortion Act, which establishes penalties against state employees who intentionally enter into agreements with abortion providers or their affiliates, or who authorize the use of state facilities or public funds for abortion-related activities. Vendors are asked to acknowledge receipt of the letter and respond by 5 p.m. Mountain time on the specified date, with responses to be directed to Jason R. Urquhart, Purchasing Agent at IDJC, via email at jason.urquhart@idjc.idaho.gov or by phone at 208-577-5426.

The letter clarifies that no penalties under the Act apply to vendors themselves, only to state employees. IDJC indicates it has no information suggesting that the vendor in question would trigger the Act or prevent finalization of the agreement. However, vendors are invited to provide any additional information they believe the Department should consider under the Act. This compliance verification is a standard requirement for all state procurements in Idaho and does not represent a set-aside or restriction on vendor participation, but rather a mandatory documentation step in the contracting process.

Dear Vendor Name, I am writing to you as the last step in our internal compliance process for Idaho’s No Public Funds for Abortion Act. All agencies of the State of Idaho, including The Department of Juvenile Corrections, are subject to this Act. The Act establishes a penalty against state employees who intentionally enter into an agreement with abortion providers or affiliates of abortion providers, or who authorize the use of state facilities or public funds for abortion related activity. Under the Act, there are no penalties that apply to you. At this time, the Department has no information that would trigger the Act and prevent us from finalizing our agreement with you. If you have additional information the Department should consider under the Act, please respond to me with that information as soon as possible.
