Statement of Need For the Purchase of Outdoor Recreation Stateways Allocation Input and

Outdoor Recreation National POS Sales Data From the NPD Group, Inc.

Section 1- Introduction/Background

The Bureau of Economic Analysis (BEA), as the nation’s accountant and one of the world’s leading statistical agencies, produces measures of the U.S. economy, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. In order to promote a better understating of the local area economies and respond to the growing needs of BEA’s data users, statistics, methodologies, and underlying source data are constantly evaluated and improved.

BEA has been tasked with developing and refining measures of economic activity related specifically to outdoor recreation every U.S. state. These measures require BEA to identify new sources of data containing granular detail on economic activity in various industrial sectors.

The NPD Group, Inc. maintains an array of sources containing retail sales data related to outdoor recreation activity. As such, the vendor is uniquely qualified to utilize these various sources to provide BEA with an estimate of the percentage of each state’s contribution to national dollar expenditure totals. These records will assist in the computation, evaluation, and quality control of sub-national economic statistics. This data contributes to the fulfillment of BEA’s need to acquire supplemental data to help ensure the statistics produced by BEA are accurate, relevant, and timely.

Section 2 - Statement of Objectives

The objective of this procurement is to obtain two sets of multi-year data detailing the percentage of each state’s contribution to national dollar expenditures on outdoor recreation activities. One data set will consist of national point-of-sale data, and the other set will indicate the contribution of each state’s sales to the national expenditure totals, classified by outdoor recreation activity. These data must be available for 2017 forward on a consistent basis. In addition, the data must be aligned to the categories listed on BEA’s current published table of ORSA gross output by activity. These data will supplement the limited source data currently used in the computation of regional statistics. BEA plans to apply this data to the estimation of the sub-national income and value-added measures published in BEA’s regional accounts.
