Statement of Need / Required Specifications
Brand-Name-Only Teledyne N500 CAPS True NO2/NOx/NO Analyzer
I. BACKGROUND
The Indoor Air Quality and Ventilation Group within the Energy and Environment Division supports the development of ASTM test methods, standards, and reference materials. The Indoor Air Quality and Ventilation Group develops computer simulation programs and measurement procedures and applies them to better understand the phenomena of air and contaminant transport in buildings and to support industry efforts to improve environmental conditions in buildings in a cost-effective manner. The results of this research provide reliable methods to evaluate ventilation characteristics and indoor pollutants. One effort within the group involves the measurement of nitrogen oxides in laboratory and field studies.
II. PURPOSE AND OBJECTIVE
The purpose of this requirement is to obtain one (1) Teledyne Model N500 True NO2/NOx/NO Analyzer, a cavity-attenuated phase-shift spectroscopy nitrogen oxide (NOx) monitor. This is a brand name only requirement.
The required instrumentation will assist NIST in better understanding the nitrogen dioxide (NO2) chemistry that could lead to undesirable by-products like ozone. Another application is measurement of nitrogen oxides in simulated residential activities, like cooking, to understand and model the production of potentially harmful compounds like formaldehyde that are formed from gaseous organic radicals reacting with nitrogen oxides. Real-time monitoring provides measurements of airborne levels of contaminants continuously.
III. BRAND NAME ONLY JUSTIFICATION
NIST is researching air cleaning technologies which have the potential to produce byproducts that may interfere with chemiluminescence analysis techniques (e.g. nitric acid, particulate nitrates, organic nitrates). To perform this research, NIST requires an instrument that uses cavity-attenuated phase-shift spectroscopy techniques to measure NO2, NOx, and NO directly and simultaneously. This capability is imperative for planned research activities.
The Teledyne API Model N500 CAPS True NO2-NOX-NO Analyzer is the only instrument in the marketplace that simultaneously measures and reports NO2, NOx and NO directly using cavity-attenuated phase-shift spectroscopy techniques. Therefore, only this specific instrument is capable of meeting the Government's requirements.
Market research indicates that there is at least one authorized reseller of this instrument so a brand-name-only competition is appropriate.
IV. REQUIRED SPECIFICATIONS
The Contractor shall provide one (1) new Teledyne Model N500 True NO2/NOx/NO Analyzer system that meets or exceeds the following minimum technical requirements and specifications.
1. System accurately analyzes gas mixtures containing 0 ppmv to 1 ppmv NOx.
2. Has a detection limit <0.1 ppbv.
3. Includes touchscreen with high visibility.
4. Sample flowrate between 800 and1200 standard cubic centimeters per minute (sccm).
5. Uses cavity-attenuated phase-shift spectroscopy to specifically measure NO2 directly.
6. Has both analog (0-10 V) and serial (RS-232) external acquisition device communication options.
7. The linearity of the system shall be equal to or less than 1% at full range.
8. The sampling time of the system shall be equal to or less than 60 seconds.
9. Qualifies as an EPA-designated equivalent method. (See attachment from the following website: https://www.epa.gov/amtic/air-monitoring-methods-criteria-pollutants)
10. Shall be capable of independent, simultaneous measurement and reporting of NO, NO2, and NOx.
11. Includes a product manual detailing product installation, operation, and maintenance of the instrument and any associated software.
V. DELIVERY
Delivery shall be FOB DESTINATION and occur within 8 Weeks After Receipt of Award.
Delivery shall be made by the contractor to the NIST Gaithersburg, MD site at the following address:
National Institute of Standards and Technology Building 301 Shipping and Receiving 100 Bureau Drive Gaithersburg, MD 20899-0001
NIST is a controlled access facility. Any delivery personnel must be a U.S. citizen or a U.S. permanent resident.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
VI. INSTALLATION
Contractor installation is not required; the system will be installed by NIST personnel.
However, the contractor shall provide phone consultation during initial setup if requested by NIST.
VII. TRAINING
The contractor shall provide virtual training for up to two (2) Federal officials on operation of the instrument. The contractor shall provide the virtual training for approximately one hour and provide the customer with presentation notes to guide the training. Training shall be provided at a mutually agreed time within two weeks of product delivery.
VIII. INSPECTION AND ACCEPTANCE
The system will be tested within 30 days following receipt of delivery and training to determine that the system meets the specifications outlined in this requirements document. Inspection will take place at the NIST Gaithersburg, MD campus. The TPOC will inspect the product to ensure all required components are provided and fully operational in accordance with the specifications identified in this document. Upon successful inspection, NIST will accept the order and an invoice may be submitted.
IX. WARRANTY:
The Contractor shall provide, at a minimum, a two-year standard warranty for the equipment. The warranty shall cover all parts and labor.
X. PAYMENT SCHEDULE
The contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice in accordance with the following terms:
• 100% after receipt, inspection, and acceptance of deliverables.
