SOURCES SOUGHT NOTICE
THIS IS NOT A SOLICITATION. No award will be made as a result of this request. This Sources Sought Notice is for informational purposes only; this is not a Request for Proposal (RFP) or a Request For Quote (RFQ).
All interested parties are encouraged to respond to this Sources Sought Notice NO LATER THAN CLOSE OF BUSINESS Tuesday April 16, 2013, 4:30pm EST. The Government will not pay for information and materials received in response to this posting and is in no way obligated by the information received.
The General Services Administration, Public Buildings Service, Real Property Utilization and Disposal Division (1PZ), Region 1 (GSA), is seeking a small business firm that has the ability to provide timely real estate appraisal services to GSA and the US Army (Army) to assist in the disposal of a portion the former US Army Installation Fort Monmouth in New Jersey. The delivery due date for the appraisal report shall be sixty (60) days from Notice To Proceed – this project is time sensitive. The Appraisal Contractor is to be a Certified General Real Estate Appraiser for New Jersey. The Appraisal Contractor(s) must be the Prime appraiser(s) of record.
The appraisal preparation, documentation, and reporting shall be in conformity with the requirements of the Uniform Standards of Professional Appraisal Practices (USPAP) and the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA a.k.a. the Yellow Book), as well as the guidelines of GSA and Army as shall be outlined in the formal Scope of Work . The appraisal will be a self-contained report based on a comprehensive study and analysis and setting forth, in detail, all data, analysis, and conclusions, as necessary and typical of a self-contained report appraisal. While UASFLA is generally compatible with USPAP, it may be necessary to invoke the Jurisdictional Exception Rule in USPAP in certain instances to conform to UASFLA. Whenever a conflict occurs between the UASFLA and USPAP standards, UASFLA shall take precedence. The link to UASFLA is http://www.justice.gov/enrd/land-ack/Uniform-Appraisal-Standards.pdf.
Note that the UASFLA is a standard primarily applicable to the acquisition of real property by the Federal Government. While the proposed conveyance of Fort Monmouth is a disposal action, the Base Redevelopment and Realignment Manual (BRRM) requires that the appraisal conform to the UASFLA standard. Any elements of UASFLA that strictly apply only to acquisition appraisal procedures and do not suit the disposal circumstances can be ignored and applicable USPAP standards applied. For example, the appraiser does not have to afford the property owner the opportunity to accompany him/her on the property inspection.
The property to be appraised consists of seven parcels of land totaling 562.6+/- acres and is located in the Main Post area of Fort Monmouth. A map depicting the seven parcels is attached in Exhibit A. Parcels' sizes are as follows:
http://www.justice.gov/enrd/land-ack/Uniform-Appraisal-Standards.pdf
Parcel 1 79.5 Acres – 3 buildings are remaining
Parcel 2 98.0 Acres – 20 buildings are remaining
Parcel 3 109.0 Acres – most of housing units will remain
Parcel 4 25.0 Acres – 11 buildings (most) will remain
Parcel 5 80.7 Acres – all buildings will be demolished
Parcel 6 81.0 Acres – 10 buildings will remain
Parcel 7 89.4 Acres – 9 buildings will remain
Parcels 1 through 7 shall be appraised individually and two value concepts (market value and use value) shall be estimated for each parcel. Market value is to be based on each parcel’s “highest and best use.” The appraisal of the market value shall be performed based on the highest and best use that must take into account both the intended land uses outlined in Fort Monmouth Economic Revitalization Authority’s (FMERA) approved Reuse
Plan or amendments to its plan (if available) and the current proposed development plan to the extent that they are not inconsistent with the highest and best use. Use value shall be subject to certain legal requirements and is to be based on FMERA’s approved Reuse and
Redevelopment Plan or amendments to its plan (if available) and the Fort Monmouth Land
Use Regulations and Development and Design Guidelines, all which shall be provided with the solicitation and/or award. The use value will be based on FMERA’s Reuse Plan, which may or may not represent highest and best use.
While the seven parcels are to be valued individually, it is acceptable to combine the valuations into a single appraisal report. The analysis of the most profitable land use shall include a statement of the property's highest and best use as vacant land, and a statement of the property’s highest and best use as improved, together with any supporting data. The appraiser’s estimate of highest and best uses must be an economic use.

Interested parties who desire to participate in this Sources Sought are encouraged to submit to the Contracting Officer Representative (COR) a white paper which supports the party’s claim that it presently has the experience, qualification, and capabilities to satisfy the performance and technical objectives described above.
