About this file

This is a Justification and Authorization (J&A) document for an exception to fair opportunity procedures for a sole source contract modification with the U.S. Department of Agriculture, Food Safety Inspection Service (FSIS).

The document authorizes a sole source award modification to contract 12314426F0072 for Databricks platform services, to be provided by Carahsoft Technology Corp (UEI: DT8KJHZXVJH5), located at 11493 Sunset Hills Road, Reston, VA 20190-5328. The original contract was competitively solicited on February 2, 2026, via NASA Solutions for Enterprise-Wide Procurement to 232 vendors, with the lowest priced technically acceptable quote awarded to Carahsoft for the base and one option year. The modification represents a logical follow-on to the existing contract under FAR 16.507-6(b)(3). The Databricks platform will enable FSIS personnel to ingest, search, analyze, and act on agency documents and operational data while automating regulatory workflows. Key deliverables include enterprise AI platform architecture design, model management and development layers, integration with FSIS systems (PHIS, LIMS), document intelligence and knowledge management, data analysis and decision support, workflow automation and agent-based processing, and responsible AI governance and operations. Databricks was identified as the only commercially available platform meeting all FSIS detailed requirements following a Sources Sought notice on GSA that received over one hundred responses. The Contracting Officer determined fair and reasonable pricing based on historical pricing from the competitively solicited initial award, with notification to be publicized on SAM.gov. The agency plans to conduct regular market research and industry engagement for subsequent similar acquisitions to enhance competition, though specialized and proprietary requirements may limit such efforts.

Due to the sensitive nature of similar requirements, these efforts may not overcome the barriers posed by the specialized nature and proprietary techniques of the current requirement
