About this file

This is a Notice of Intent to Participate in a cooperative purchasing agreement issued by the State of Oregon's Department of Administrative Services, Enterprise Goods and Services, State Procurement Services, in conjunction with the NASPO ValuePoint Purchasing Program under a Master Agreement established by the State of North Carolina. The solicitation seeks to establish Participating Addenda for Procurement Assistance & IT Support Services to support State of Oregon agencies and ORCPP members. The original interstate cooperative procurement (DPC-1428523190-SA) was conducted by North Carolina as the lead state and resulted in 40 awarded Master Agreements. The Master Agreements expire January 18, 2029, with an option to renew for three years through November 18, 2032. The State of Oregon intends to establish one or more Participating Addenda with select Master Agreement holders, potentially limiting awards to vendors providing services on a national level and offering the best value to Oregon users. The protest deadline for this Notice of Intent is 3:00 p.m. Pacific Time on March 16, 2026.

The State of Oregon is currently reviewing the Master Agreements to determine pricing terms and final participation details. No specific pricing information, funding amounts, or set-asides are detailed in this notice. The Master Agreements and related RFP documentation are available through the NASPO ValuePoint website, with technical assistance available from the OregonBuys help desk. Questions regarding the original North Carolina solicitation and Master Agreements should be directed to Sandy Anderson at the State of North Carolina, while all questions specific to Oregon's participation should be directed to Kaliska King, Procurement Analyst, at the State of Oregon's Department of Administrative Services.
