This is a Notice to Design Professionals issued by the Georgia Department of Corrections for the Johnson State Prison Lock and Control Renovation Design project (Project No. GDC-22-JOHN-SP-002) located at 290 Donovan-Harrison Road, Wrightsville, Georgia. The project involves the renovation of selected locks, primarily cell doors, and electronic security control systems across the prison campus, including replacement of existing graphic and logical push button HMIs with touchscreen graphical interfaces. The scope encompasses gates, fire exit indicator lights on doors and roof hatches, and millwork for renovations of offices into control rooms in housing units with all associated millwork and cabinets. Affected areas include all living areas, Main Control, and vehicle portals. The design must incorporate a construction plan that minimizes impact to normal daily facility operations, with the Owner providing a conceptual plan during the design process. The scope of design services includes preparation of schematic design and design development documents, estimated construction costs, and construction documents only; bidding assistance, negotiation services, and construction administration are not currently funded. Written responses were required by 11:00 AM EST on October 7, 2021, submitted to Norman Wilson, System Services Manager at the Georgia Department of Corrections. Following initial evaluation of qualifications and performance data, three or more highly qualified firms were to be invited for mandatory interviews and site visits.

The Stated Cost Limitation (SCL) for this project is estimated at $4,478,250.00. Qualified respondents must be established firms licensed to practice engineering or architecture with a principal office in Georgia, and must submit a letter of interest, a current Architect/Engineer Questionnaire (GSA Standard Form 330), and a notarized, executed Contractor Affidavit under O.C.G.A 13-10-91(b)(1). Selection criteria include organization, design ability, past performance, ability to meet time requirements, budget limitations, and professional experience. Email submissions were not acceptable, and only written responses were considered. Firms with multiple offices were requested to submit qualifications for only the office that would produce the contract documents. The Georgia Department of Corrections reserved the right to reject any or all statements of qualifications and to waive technicalities and informalities at its discretion.
