GEORGIA DEPARTMENT OF TRANSPORTATION ANNOUNCES DESIGN-BUILD PROJECT
Georgia DOT intends to advertise and proposes to let a Design-Build (DB) project for design and construction-related services for both the removal of the existing at-grade intersection of SR 316 / US 29 at CR 74 / Kilcrease Road to a grade-separated interchange, and to design and construct a grade separation with CR 416 / Carl-Bethlehem Road over SR 316 / US 29, both in Barrow County, Georgia (the “Project”).
The Public Notice Advertisement (PNA) is issued through the Georgia Procurement Registry (GPR) at https://ssl.doas.state.ga.us/gpr/.
The subsequent Request for Qualifications (RFQ) will contain project-specific instructions for the proposed project, including the DB Selection Method, the Stipulated Fee information, the point of contact for written questions, and any communication restrictions that may be in effect for this solicitation. Information concerning Georgia DOT’s DB process can be found at: https://www.dot.ga.gov/GDOT/Pages/DesignBuild.aspx.
GENERAL PROJECT INFORMATION
Project Identification Numbers 0013902 and 0013903, Barrow County – The SR 316 / US 29 at CR 74 / Kilcrease Road and SR 316 / US 29 at CR 416 / Carl- Bethlehem Road Reconstruction – Bundle 3
Georgia DOT is seeking to contract with a Design-Builder to provide design and construction services necessary to remove two existing at-grade intersections on SR 316 / US 29 at CR 74 / Kilcrease Road and CR 416 / Carl-Bethlehem Road. The current access location to Duncan Lane will also be shifted approximately 750 feet to the south to intersect CR 74 / Kilcrease Road on the west side of the existing Barrow Industrial Parkway in a proposed roundabout intersection. This will require Duncan Lane to be realigned for approximately 1500 feet. Services are also necessary to construct a grade separation over SR 316 / US 29 at CR 416 / Carl-Bethlehem Road. Chancey Circle and Parkway Pointe Boulevard will be realigned to form a new roundabout intersection with CR 416 / Carl-Bethlehem Road. A new T-intersection will be constructed along CR 416 / Carl-Bethlehem Road at Omer Church Road. Both projects are located in Barrow County, GA.
The Project Synopsis is located on Georgia DOT’s DB SharePoint site, at http://mydocs.dot.ga.gov/info/designbuild/default.aspx in the following folder:

In July 2015, Governor Deal signed into law the Transportation Funding Act (TFA) – dedicated transportation funding approved by the legislature to advance transportation and help make Georgia the #1 state for business investment. This much-needed funding – an estimated $830 million to $1 billion in annual revenues offers Georgia DOT the opportunity to address critical infrastructure needs in routine and capital maintenance.
One way the Department is using TFA funds is to address Maintenance & Operational Needs. Georgia DOT has prioritized the backlog of transportation needs for this additional funding; A primary focus areas include maintenance and operations. For example: Increased routine maintenance (pothole repair, grass mowing, litter pick-up, striping, guardrail repair and other preventative maintenance.)
To meet the needs of the Department and the procurement laws of Georgia, the GDOT State Maintenance Office and the Office of Procurement partnered to create a pre-qualification process for Routine Maintenance Services Program and a streamlined bidding process for specific service categories, listed below:
• Fencing, Barricades and Handrail Maintenance
• Herbicide Application
• Highway Mowing and Maintenance (Mowing Services)
• Landscaping Maintenance
• Pavement Marking – Shortline Pavement Striping
• Pavement Preservation
• Concrete and Portland Cement Concrete (PCC) Pavement Maintenance
• Sound Barrier Wall Installation, Repair and Maintenance
• Traffic Signal and Device Maintenance
• Tree Cutting, Pruning and Removal
• Vegetation Removal
• Drainage Rehabilitation,Repair,Replacement,& Miscellaneous
• Guardrail Maintenance
• Sweeping and Storm Drain Cleaning
• Bridge Maintenance and Repairs
For those contractors who are currently prequalified as a GDOT Construction Prequalified Contractor or Registered Subcontractor through GDOT’s Construction
Bidding Administration Office, and want to be prequalified to perform maintenance projects under the Routine Maintenance Services Program, there is now a modified prime contractor’s application form available. We welcome you to participate. The application form and all applicable documents, resources and other guidance may be found on the GDOT website at:
https://www.dot.ga.gov/GDOT/pages/routinemaintenance.aspx
There are administrative functions that must be completed before you are able to bid on and subsequently be awarded posted events.
• A complete application must be received
• Your company must be registered as a vendor in the States accountingsystem
• Your company must be registered in Team Georgia Marketplace (this is the bidding system for the Routine Maintenance Services Program)

REVISIONS HAVE BEEN MADE TO THE DISADVANTAGED BUSINESS ENTERPRISE – CRITERIA FOR ACCEPTABILITY
Section “Goal for Participation paragraph To be eligible:(ii)”
Bidders must provide information with their bids demonstrating that each DBE listed by the bidder is certified in the NAICS code(s) for the kind of work the DBE will be performing.
Section “Failure to Achieve Requirements”
The contractor shall utilize the specific DBEs listed to perform the work and supply the materials for which each is listed unless the contractor obtains the Department’s written consent as provided in this paragraph (f); and, unless the Department’s consent is provided under this paragraph (f), the contractor shall not be entitled to any payment for work or material unless it is performed or supplied by the listed DBE.
Section: Participation will be counted toward fulfillment of the DBE goal (E) (4)
You must determine the amount of credit awarded to a firm for the provisions of materials and supplies (e.g., whether a firm is acting as a regular dealer or a transaction expediter) on a contract-by-contract basis.
Section SUBSTITUTION OFDBEs:
When a DBE subcontractor is terminated as provided in paragraph (f) of this section, or fails to complete its work on the contract for any reason, the prime contractor must make good faith efforts to find another DBE subcontractor to substitute for the original DBE.
These good faith efforts shall be directed at finding another DBE to perform at least the same amount of work under the contract as the DBE that was terminated, to the extent needed to meet the contract goal. The good faith efforts shall be documented by the contractor. If the recipient requests documentation under this provision, the contractor shall submit the documentation within 7 days, which may be extended for an additional 7 days if necessary at the request of the contractor, and the recipient shall provide a written determination to the contractor stating whether or not good faith efforts have been demonstrated.
