PRE-BID EXPLORATION ACTIVITIES & POTENTIALIMPACTS

TO FEDERALLY-LISTED BATS

Beginning with projects advertised in the July 19, 2019 Letting, under provisions of the

Endangered Species Act, pre-bid exploration activities will not be restricted due to Federal protection of bats in North Georgia. This exception applies to bat species only. These exploration activities include subsurface sampling and testing to determine soil characteristics, which is accomplished by drilling test holes or digging soil pits. When drilling is done off the roadway, impacts shall be minimized as much as possible through the selection of an appropriate sized and mounted drill rig, and limited vegetation removal as necessary.

Should you have questions or need assistance, contact William Dunwoody at 404-631-1147.

In July 2015, Governor Deal signed into law the Transportation Funding Act (TFA) – dedicated transportation funding approved by the legislature to advance transportation and help make Georgia the #1 state for business investment. This much-needed funding – an estimated $830 million to $1 billion in annual revenues offers Georgia DOT the opportunity to address critical infrastructure needs in routine and capital maintenance.

One way the Department is using TFA funds is to address Maintenance & Operational Needs. Georgia DOT has prioritized the backlog of transportation needs for this additional funding; A primary focus areas include maintenance and operations. For example: Increased routine maintenance (pothole repair, grass mowing, litter pick-up, striping, guardrail repair and other preventative maintenance.)

To meet the needs of the Department and the procurement laws of Georgia, the GDOT State Maintenance Office and the Office of Procurement partnered to create a pre-qualification process for Routine Maintenance Services Program and a streamlined bidding process for specific service categories, listed below:

• Fencing, Barricades and Handrail Maintenance

• Herbicide Application

• Highway Mowing and Maintenance (Mowing Services)

• Landscaping Maintenance

• Pavement Marking – Shortline Pavement Striping

• Pavement Preservation

• Concrete and Portland Cement Concrete (PCC) Pavement Maintenance

• Sound Barrier Wall Installation, Repair and Maintenance

• Traffic Signal and Device Maintenance

• Tree Cutting, Pruning and Removal

• Vegetation Removal

• Drainage Rehabilitation,Repair,Replacement,& Miscellaneous

• Guardrail Maintenance

• Sweeping and Storm Drain Cleaning

• Bridge Maintenance and Repairs

For those contractors who are currently prequalified as a GDOT Construction Prequalified Contractor or Registered Subcontractor through GDOT’s Construction

Bidding Administration Office, and want to be prequalified to perform maintenance projects under the Routine Maintenance Services Program, there is now a modified prime contractor’s application form available. We welcome you to participate. The application form and all applicable documents, resources and other guidance may be found on the GDOT website at:

https://www.dot.ga.gov/GDOT/pages/routinemaintenance.aspx

There are administrative functions that must be completed before you are able to bid on and subsequently be awarded posted events.

• A complete application must be received

• Your company must be registered as a vendor in the States accountingsystem

• Your company must be registered in Team Georgia Marketplace (this is the bidding system for the Routine Maintenance Services Program)

The good faith efforts shall be documented by the contractor. If the recipient requests documentation under this provision, the contractor shall submit the documentation within 7 days, which may be extended for an additional 7 days if necessary at the request of the contractor, and the recipient shall provide a written determination to the contractor stating whether or not good faith efforts have been demonstrated.
