About this file

This is a Notice of Intent to Sole Source for a presolicitation announcement (ROHS-26-00031) issued by the Department of Homeland Security (DHS), Office of Health Security (OHS).

DHS/OHS intends to award a sole source, firm-fixed-price purchase order to Vital Group Solutions, LLC (UEI: JZ2AJ2KAZE17, located in Las Vegas, Nevada) for expedited procurement of specialized emergency medical equipment and supplies. The requirement includes approximately 2 FedMed FOMS Physician and Clinician Mobile Clinical Loadouts (Clinic-in-a-Box, Model: GOCLINCCL-CSE) and approximately 11 FedMed FOMS Mobile Medical Bag and Resupply Systems (MOBAR-CL-LP). These kits will support OHS Field Medical Operations during the 2026 FIFA World Cup, Freedom 250 (America's 250th Birthday), and other high-threat special events, as well as provide operational medical support to U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, and the U.S. Secret Service during immigration enforcement and protective medicine operations. The acquisition is classified under PSC Code 6545 (Replenishable Field Medical Sets, Kits, and Outfits) and NAICS Code 423450 (Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers, 500-employee size standard) and is a total set-aside for small business concerns. The sole source justification is based on Vital Group Solutions' unique ability to provide the comprehensive configuration of equipment required with the expedited delivery timeline needed. Market research confirmed that only 48 percent of specialized equipment could be sourced from the existing DHS Medical Supplies BPA, and alternative sources such as GSA Advantage would result in higher costs and piecemeal delivery requiring manual assembly. The anticipated award date is mid-May 2026, with equipment required to be ready to ship by July 31, 2026, delivered via DHS/OHS-provided FedEx shipping labels to specified locations.

Interested parties believing they can satisfy the requirements must submit written responses by May 12, 2026, at 5:00 PM Eastern Time to Brendan Benisek, Contracting Officer, at Brendan.Benisek@hq.dhs.gov. Responses must include contractor name and address, point of contact information, UEI number, business classification (as validated in the System for Award Management), and a capability statement. This is a presolicitation notice, not a solicitation; no quotations will be requested and no solicitation document will be issued.

Introduction:

This is a notice of intent sole source for commercial items in accordance with Revolutionary Federal Acquisition Regulations Overhaul (RFO FAR) Part 5 and Part 12, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

Purpose:

The Department of Homeland Security (DHS), Office of Health Security (OHS) intends to negotiate a commercial FAR (RFO) Part 12, firm-fixed priced, purchase order on a sole source basis with Vital Group Solutions, LLC (4760 S Pecos RD, Las Vegas, Nevada 89121-6038 United States. UEI: JZ2AJ2KAZE17) for expedited sourcing and delivery of FedMed FOMS GoClinic Loadouts and FedMed FOMS MOBAR System medical supplies and equipment in support of the DHS OHS’s emerging mission requirements.

Authority:

This acquisition is being conducted in accordance with FAR (RFO) Part 12 procedures (specifically subpart 12.102(a)) in accordance with (FAR) Class Deviation Number 25-21, Revision 1, allowing the Contracting Officer (CO) to solicit from only one source. The North American Industry Classification System (NAICS) code for this acquisition is 423450 - Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers, with a size standard of 500 employees. This acquisition is a total set-aside for small business concerns. This notice is posted in accordance with FAR (RFO) subpart 5.101.

Background and Description:

OHS is the principal medical, workforce health and safety, and public health authority for DHS.

Since the inception of DHS, health security has played a pivotal role in the execution of the Department’s mission. The Office of Health Security positions the Department for a proactive and agile response to the evolving health security landscape. OHS was created via bipartisan and bicameral legislation which permitted the Department to effectuate a mission-targeted reorganization solely focused on departmental workforce health, safety, and medical functions.

The roles, responsibilities and authorities of the Department’s Chief Medical Officer and OHS are found in statute including 6 U.S.C. § 350, 6 U.S.C. § 597, 6 U.S.C. § 597a, and 6 U.S.C. § 321q. These authorities are further reinforced via DHS Delegation 26000, Designation 00-26000 (Designated Agency Safety and Health Official), Designation 00-26002 (Anomalous Health

Incident Agency Coordination Lead), and numerous Directives and Instructions. Additionally, OHS is responsible for the oversight and implementation at DHS of numerous government-wide authorities such as those related to Employee Assistance Programs and Health Service Programs (5 U.S.C. § 7901) and Worker’s Compensation Programs (5 U.S.C. § 8101, et seq). OHS also provides significant health leadership and support to ensure that the Department effectively carries out responsibilities related to immigration health under 42 U.S.C. § 249 and the due process clause of the 5th Amendment.

In support of this mission, the DHS OHS has an immediate and urgent requirement to procure specialized emergency medical services equipment and supply kits. The specialized kits will be utilized by OHS Field Medical Operations in support of force health protection and operational medicine activities during the 2026 FIFA World Cup, Freedom 250 (America’s 250th Birthday), and other short-term special events with a high-threat environment and public safety concerns.

Additionally, pursuant to statutory authority in 6 USC 597a, OHS clinicians will utilize the equipment in the provision of operational medical support to U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection during immigration enforcement, removal and repatriation operations, and provision of such support to the U.S. Secret Service as part of the OHS Protective Medicine Program.

Sole Source Determination:

The sole source determination is based on the following:Vital Group Solutions, LLC is the only source that can provide the comprehensive solution of equipment and supplies, in the configuration necessary, and with the rapid sourcing required by the DHS/OHS for these urgent requirements. The DHS/OHS conducted market research in the Spring of 2026 which informed this sole source procurement. After development of the equipment and formulary inventory for the mobile kits and clinic-in-a-box, OHS federal personnel compared that inventory with availability through the DHS Medical Supplies BPA ordering vehicle vendors. However, the market research showed that only 48% of the specialized equipment could be adequately sourced from the vehicle. Further, the equipment via the BPA would arrive piecemeal – in which a separate procurement of bags and hard cases would be necessary, after which OHS personnel would need to assemble each kit individually. A similar assessment was performed using GSA Advantage. However, similar to the Medical Supplies BPA, procurement via this source would result in higher cost due to the piecemeal approach and additional expenses associated with packaging and assembly. DHS/OHS then engaged Components including CBP and ICE regarding potential available sources of the required equipment. This resulted in identification of an existing contract with ICE with the Vital Group that has provided similar equipment to ICE Tactical Emergency Medical Services, which is a primary operational partner of OHS Field Medical Operations. The Vital Group provided confirmation that it is able to provide the exact type of equipment and configuration necessary, and with the urgency required. No other source was identified that could satisfy the full scope of OHS’s needs through the market research conducted. Additionally, it can be procured at a fair and reasonable price and in accordance with FAR (RFO) Part 12 commercial procedures, with preference to small business concerns). The anticipated sole source award of this requirement is anticipated for mid-May of 2026.
