About this file
This is a Notice of Sole Source from the State of Oregon for Combined Tactical Systems Products. The notice announces the state's intention to procure tactical systems products through a sole source acquisition rather than competitive bidding. The procurement involves products and services from Combined Tactical Systems, with the state exercising its authority to bypass the standard competitive process based on the justification that this vendor is the only source capable of meeting the specified requirements. The document establishes the procurement timeline and provides notification to interested parties of the sole source determination, allowing for any protests or challenges during the designated notice period.
The sole source justification outlines the rationale for awarding the contract without competition, typically citing factors such as vendor-specific capabilities, proprietary technology, existing system compatibility, or established relationships that make alternative sources unsuitable. This procurement method allows Oregon to expedite the acquisition process while ensuring the state obtains the specific tactical systems products needed. The notice period provides transparency and allows other potential vendors an opportunity to protest the sole source determination if they believe they can provide equivalent products or services. Award and contract commencement are contingent upon the expiration of any protest periods and final approval of the sole source justification.
