Notice of Proposed Contract Action Summary
This is a Notice of Intent to Sole Source for a contract ceiling increase modification to an existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) proposes to increase the ceiling of contract W56KGY-23-D-0005, awarded to Raytheon Company (CAGE: 1NJM1), by $27,345,375.95, bringing the total contract ceiling to $72,893,824.77. The modification supports the Cross-Domain Enterprise All-Source User Repository (CENTAUR) III System, a proprietary solution that provides machine-to-machine, bi-directional information sharing between security domains and extends the Defense Intelligence Agency's Distributed Common Ground System Integration Backbone capability for cross-domain and cross-coalition data flows.
The ceiling increase is justified by real tangible demands including expansion to an additional government-directed location requiring increased personnel for deployment and integration, elevated travel and deployment costs driven by inflation and operational tempo, and enhanced cybersecurity compliance and sustainment efforts required by the National Cross Domain Strategy and Management Office and National Security Agency. Raytheon Company is identified as the sole responsible source and Original Equipment Manufacturer capable of continuing integrated sustainment and modernization of the proprietary system. The Requiring Activity is the Capability Program Executive for Intelligence Spectrum & Warfare and the Project Manager for Intelligence Systems and Analytics. Interested parties may submit unclassified capability statements or proposals via email to the identified points of contact no later than 4:00 PM Eastern Time, 15 calendar days after release on SAM.gov. The Government reserves the right to determine whether to conduct a competitive procurement based on responses received.

NOTICE OF PROPOSED CONTRACT ACTION
SUBJECT: Notice of Intent to Sole Source – Cross-Domain Enterprise All-Source User Repository (CENTAUR) III System IDIQ Ceiling Increase CONTRACTING OFFICE: Army Contracting Command - Aberdeen Proving Ground (ACC-APG), 6565 Surveillance Loop, Aberdeen Proving Ground, MD 21005 REQUIRING ACTIVITY: Capability Program Executive, Intelligence Spectrum & Warfare (CPE ISW), Project Manager, Intelligence Systems and Analytics (PM IS&A) PROPOSED CONTRACTOR: Raytheon Company (CAGE: 1NJM1)
CONTRACT NUMBER: W56KGY-23-D-0005
1. DESCRIPTION OF ACTION
In accordance with RFO FAR 5.101, the Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a sole-source modification to increase the contract ceiling of the existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract W56KGY-23-D-0005 awarded to Raytheon Company. The proposed modification will increase the total overall ceiling amount by $27,345,375.95 to a new total of $72,893,824.77.
2. STATUTORY AUTHORITY
The statutory authority permitting this other than full and open competition is 10 U.S.C. § 3204(a)(1) as implemented by the Revolutionary FAR Overhaul (RFO) 6.103-1(b), “Only one responsible source and no other supplies or services will satisfy agency requirements.” Raytheon Company is the Original Equipment Manufacturer (OEM) and the only vendor capable of continuing the integrated sustainment and modernization of the proprietary CENTAUR.
3. BACKGROUND AND SCOPE
The CENTAUR III system provides a single solution capability for machine-to-machine, bi-directional information sharing between security domains using corresponding release policy. The system extends the Defense Intelligence Agency (DIA) Distributed Common Ground System (DCGS) Integration Backbone (DIB) capability and allows for cross-domain and cross-coalition data flows.
This ceiling increase is driven by real, tangible demands on the contract, including:
Expansion of Support Footprint: The contract must now support an additional government-directed location, requiring more personnel for deployment, integration, cybersecurity, and program management.
Increased Travel & Deployment Costs: Supporting geographically dispersed locations has led to higher-than-expected costs driven by inflation and deployment tempo.
Cybersecurity Compliance & Sustainment: Hardware, testing, and re-baselining efforts are required to meet enhanced cybersecurity standards defined by the National Cross Domain Strategy and Management Office (NCDSMO) and the National Security Agency (NSA).
4. PUBLIC RESPONSE
This notice of proposed contract action is not a request for competitive proposals or a solicitation for offers. However, in accordance with RFO FAR 5.101(c), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government.
5. SUBMISSION DETAILS
Any interested party who believes they can meet the requirements may submit a written response via email. Submissions must be unclassified.
Responses must be submitted via email no later than 4:00 PM (Eastern Time), 15 calendar days after release on SAM.gov.
