About this file

This document is a Special Notice from FedBizOpps.gov announcing a sole source procurement by the National Institute of Standards and Technology (NIST). NIST intends to acquire an Optical Wavelength Tunable Filter System from Santec USA Corporation for the Information Technology Laboratory in Gaithersburg, MD, under FAR Part 13.106-1(b). The system is critical for developing integrated quantum photonics devices, specifically for characterizing single-photon emitters and entangled photon sources, and supporting quantum network component testing.

The procurement is classified under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1000 or fewer employees. Interested parties believing they can satisfy the requirements must submit written capability statements via email to robert.cowins@nist.gov by 06/20/2025 at 12:00 p.m. EST. The government retains sole discretion on whether to compete the acquisition, and this notice is not a request for quotations. No solicitation package will be issued, and the determination is based on Santec USA Corporation being the only vendor capable of meeting NIST's specific technical requirements.

DESCRIPTION: The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate on a sole source basis, under authority of FAR Part 13.106-1(b) with Santec USA Corporation, for the acquisition of Optical Wavelength Tunable Filter System. The supplies will be utilized by the NIST Information Technology Laboratory (ITL), in Gaithersburg, MD.

***** Sole source determination is based on the need to acquire dedicated optical wavelength tunable filter system is essential for the development of our integrated quantum photonics devices, particularly for single-photon emitters and entangled photon source, enabling us to characterize the spectrum of photon sources with high-resolution narrowband filtering. The system will assist with NIST's research of developing a moveable measurement test suite for quantum network component and protocol testing, verification, and characterization. The test suite will be implemented on the NIST campus along with a fiber network dedicated to quantum optical signal transfer between various quantum network nodes. The filter system is compatible our existing test suite setup, including an extensive python software library.

Based on the above, only Santec USA Corporation is capable of meeting the Government’s needs of this requirement.

***** The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 or less employees.

****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

*****No solicitation package will be issued. This notice of intent is not a request for quotations.

Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 06/20/2025, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to robert.cowins@nist.gov.
