About this file
This is a Notice of Intent to Award a Sole Source Contract for proprietary lifecycle replacement components for a C-Band Doppler Radar system. The U.S. Army Mission Installation Contracting Command (MICC) at Dugway Proving Ground (DPG) intends to award a firm-fixed price, sole-source supply contract to Enterprise Electronics Corporation, located at 128 South Industrial Boulevard, Enterprise, Alabama 36330 (UEI: MQNFD8CZA8H3; CAGE: 50187). The procurement supports meteorological operations for the West Desert Test Center (WDTC) and is classified under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a business size standard of 1,350 employees and Product Service Code 6660 (Meteorological Instruments and Apparatus).
The C-Band Doppler Radar is described as mission-essential, providing high-resolution wind, precipitation, and meteorological data critical for flight tests, ballistic trials, and personnel safety. Enterprise Electronics Corporation is identified as the only source capable of meeting minimum requirements due to its status as the Original Equipment Manufacturer with exclusive access to proprietary technical data packages, electrical specifications, and manufacturing drawings necessary to ensure 100% physical and electrical compatibility without system modifications or performance degradation. Although this is not a formal Request for Quote, any responsible source believing it can meet the requirement must submit a capability statement not exceeding five 8.5 x 11 inch pages in 10-point font or larger to Laurel Brown at laurel.j.brown7.civ@army.mil. The deadline for capability statements is 1000 Mountain Daylight Time on Monday, May 26, 2026. Submissions will be evaluated solely to determine whether to conduct a competitive procurement or proceed with the sole source award.

Notice of Intent to Sole Source W911S626CBand
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICE CONTRACT AND IS
NOT A REQUEST FOR COMPETITIVE QUOTES.
The U.S. Army, Mission Installation Contracting Command (MICC), Dugway Proving Ground (DPG), intends to award a firm-fixed price, sole-source supply contract for proprietary life-cycle replacement components for the C-Band Doppler Radar. This procurement supports the operations of the Meteorological Branch, West Desert Test Center (WDTC), DPG pursuant to 10 U.S.C. 2304(c)(1) and in accordance with the Federal Acquisition Regulation (FAR) Revolutionary Overhaul FAR 6.103-1 and RFO FAR 12.102(a) to:
Enterprise Electronics Corporation 128 South Industrial Boulevard, Enterprise, AL 36330
UEI: MQNFD8CZA8H3
CAGE: 50187
The North American Industry Classification System (NAICS) code for this requirement is 334511-Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a business size standard of 1,350 Employees. The Product Service Code (PSC) is 6660-Meteorological Instruments and Apparatus.
The Meteorological Branch, West Desert Test Center (WDTC), U.S. Army Dugway Proving Ground (DPG) requires the purchase of proprietary life-cycle replacement components for the C-Band Doppler Radar. The C-Band Doppler Radar is a mission-essential asset providing high-resolution wind, precipitation, and meteorological data unavailable through any other regional system. This capability is critical for mission execution, including the success of flight tests and ballistic trials, and the safety of personnel within the WDTC.
To maintain mission readiness, the Army must procure proprietary replacement components from the Original Equipment Manufacturer (OEM), Enterprise Electronics Corporation (EEC), for this end-of-life system. As the OEM, EEC possesses the exclusive proprietary technical data and specialized manufacturing processes required to ensure precise component compatibility and seamless integration with the existing EEC-managed maintenance framework, mitigating the risks of system failure or technical incompatibility.
Minimum capability requirements:
1. OEM Authorization: The contractor must be the Original Equipment Manufacturer (OEM), Enterprise Electronics Corporation (EEC), or a vendor expressly authorized in writing by EEC to supply the required C-Band Doppler Radar life-cycle replacement parts.
2. Technical Compatibility: The contractor must possess or have authorized access to the proprietary technical data packages (TDP), electrical specifications, and manufacturing drawings required to ensure the supplied components are 100% physically and electrically compatible with the existing WDTC radar, without requiring system modifications, reverse-engineering, or degrading system performance.
Enterprise Electronics Corporation is the only source that can meet the Government’s minimum requirements to provide the requested supplies detailed above for The Meteorological Branch, U.S. Army Dugway Proving Ground (DPG).
This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required highly specialized C-Band Doppler Radar components and OEM-certified technical assurance without introducing unacceptable mission risk, system incompatibility, or duplicated costs.
Capability statements shall not exceed five (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only contain questions will not be considered as an affirmative response. A determination by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government.
Information received will be considered exclusively for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source award.
THIS IS NOT A REQUEST FOR QUOTES (RFQ). This notice is for informational purposes only.
However, any responsible source that believes it can meet this requirement may submit a capability statement to Laurel Brown at laurel.j.brown7.civ@army.mil .
The closing date for capability statements is no later than 1000 Mountain Daylight Time, Monday, May 26, 2026. No telephone requests/offers will be honored.
