About this file

This is a Notice of Intent to Sole Source from the U.S. Department of the Interior (DOI) Office of the Inspector General (OIG).

The DOI Interior Business Center intends to acquire a Virtual Reality Simulation System from Street Smarts on a sole source, firm-fixed-price basis for the OIG Investigative Services Division. The system will enable law enforcement personnel to train for use of force, firearms, and tactical situations through immersive virtual reality simulations. The required hardware includes an Alienware 18 Area-51 gaming laptop configured for VR operation, an HTC VIVE Focus Vision headset with controllers and accessories, SSVR OEM tracked training accessories (Glock 19, AR15, baton, flashlight), one Pelican 1650 transport case, and supporting items including tracker set, spare battery, face cushions, stands, power strip, and USB cable. The Government justifies sole sourcing based on Street Smarts' unique fully immersive 3D VR headset-based training capabilities and expandable library of realistic training scenarios featuring variables such as time of day, weather, population density, active shooter response, and base defense. The system includes quarterly content and software updates.

Interested parties may submit capabilities statements by 10:00 A.M. ET on Thursday, September 10, 2026, to Contracting Officer Heather Watroba at Heather_Watroba@ibc.doi.gov. Submissions must not exceed five pages in Microsoft Office or Adobe Acrobat format with 11-point minimum font size and 8 MB maximum file size. The anticipated contract period is 12 months base with two 12-month option periods for software renewal only. The Government reserves the right to issue a competitive Request for Quote based on responses received.

RFQ No. 140D0426Q0866 system’s solution enhances readiness by creating physical and emotional stressors and fosters proactive responses with the appropriate level of threat engagement.
