1. Notice This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation. A separate written solicitation will not be issued.

The U.S. Department of Health and Human Services (HHS), ASFR/OMAS, intends to negotiate and award a sole-source purchase order to Wolters Kluwer for access to UpToDate Enterprise Software products and services, subject to consideration of any responses received as a result of this notice.

2. Requirement HHS requires access to UpToDate software and related subscription services to support requirements in Attachment# 1 Statement of Work.

The anticipated Period of Performance is September 30, 2026 to September 29, 2027.

3. Sole-Source Basis The Government intends to solicit and negotiate with only one source pursuant to FAR 13.106-1(b), based on the contracting officer's determination that the circumstances of the acquisition support solicitation from a single source.

The Government's market research indicates that Wolter Kluwer is the source capable of providing the required UpToDate subscription/data services meeting the Government's identified requirements.

The Government's supporting single-source documentation will be maintained in the contract file and posted when required by applicable acquisition regulations.

4. Notice to Interested Sources This notice of intent is not a request for competitive quotations. However, responsible sources that believe they can satisfy the Government's requirement may submit a capability statement and supporting information demonstrating their ability to meet the requirement.

Responses must contain sufficient information for the Government to determine whether the respondent can provide the required products/services, including:

1. Company name, UEI, CAGE code, and business size/socioeconomic status;

2. Description of the proposed product or service;

3. Evidence demonstrating that the proposed solution satisfies the Government's requirements;

4. Identification of any material differences between the proposed solution and the Citeline products identified above;

5. Pricing or other information requested by the Contracting Officer; and

6. Authorized point of contact.

The Government will consider information received by the response deadline solely for the purpose of determining whether conducting a competitive procurement is appropriate.

The provision at FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies to this acquisition.
