About this file

This is a Letter of Intent to Sole Source a contract from the Department of the Air Force's 375th Contracting Squadron at Scott Air Force Base, Illinois, on behalf of the United States Transportation Command (USTRANSCOM) TCJ6.

The 375th Contracting Squadron intends to award a firm-fixed-price sole-source contract to Research Electronics International, LLC (REI), located in Cookeville, Tennessee (CAGE: 0P5N3). The procurement covers proprietary Technical Surveillance Counter Measures (TSCM) equipment manufactured by REI to detect, isolate, and neutralize covert electronic eavesdropping devices. The specific commercial off-the-shelf (COTS) equipment requirements include: six TTK Tactical TSCM Kits G (Domestic Only, Part # 8-00151); three Portable Masking Kits PMK-8 (Part # 8-00156); and two 5-day TTK & PMK trainings. The procurement is conducted under FAR Part 12 for commercial products and services with statutory authority 41 U.S.C. 1909, citing REI as the original equipment manufacturer and sole proprietor of patented acoustic masking and frequency scanning thresholds integrated into the TTK Tactical Kit architecture. The government states this exclusivity is necessary to maintain command standardization and meet SECDEF compliance directives. Interested parties may submit capability statements with technical documentation proving alternative equipment meets or exceeds REI's specifications and ensures interoperability with existing USTRANSCOM sweep protocols by 1400 CST on Wednesday, September 2, 2026. Points of contact are Contracting Officer SSgt Danny Alamin (danny.alamin@us.af.mil) and Contracting Specialist SrA Tanner Rich (tanner.rich.1@us.af.mil).
