Notice of Intent to Sole Source
This is a Notice of Intent to Sole Source from the Uniformed Services University of the Health Sciences (USU), located in Bethesda, Maryland. USU intends to award a sole-source, firm-fixed-price contract to HealthWright Technologies, Inc., located at 1171 Laurel Pointe, Watkinsville, Georgia 30677-7559, for a TM Flow/Flow 7 non-invasive vascular and autonomic health diagnostic platform.
The justification for sole sourcing centers on the TM Flow equipment being the only system meeting all three of USU's technical requirements: measurement of Ankle Brachial Indices and Volume Plethysmography for Peripheral Artery Disease screening; SweatC measurement of Galvanic Skin response for sudomotor function assessment; and mathematical analysis of Photoplethysmography for autonomic nervous system evaluation via Heart Rate Variability Analysis during rest and Ewing Tests, plus Endothelial function assessment via Photoplethysmography Analysis. HealthWright is identified as the only authorized TM Flow vendor with an active System for Award Management registration and thus the only vendor eligible for federal awards, despite other vendors distributing the equipment. The procurement will follow FAR Part 13.106-1(b)(1)(i) procedures. The notice invites all responsible sources to submit bids, proposals, or quotations demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the offeror can meet stated requirements. Responses must be submitted via email to the contact listed in the notice by the closing date specified.

Intent to Sole-Source:
USU intends to award a sole-source, firm-fixed-price contract to HealthWright for a TM Flow/Flow 7 non-invasive vascular and autonomic health diagnostic platform.
Sole Source Justification
TM Flow is the only equipment meeting all three of USU requirements: 1. Measurement of the Ankle Brachial Indices and Volume Plethysmography for the screening of Peripheral Artery Disease. 2. SweatC: Measurement of the Galvanic Skin response related to the sudomotor function. 3. Mathematical Analysis of the Photoplethysmography for assessing autonomic nervous system via Heart Rate Variability Analysis at the rest and during the Ewing Tests, and Endothelial function via the Photoplethysmography (PTG) Analysis. HealthWright is the only authorized TM Flow vendor with an active System for Award Management registration.
Although other vendors distribute this equipment, only HealthWright is eligible for federal awards. Therefore, HealthWright is the only vendor capable of meeting the Government’s requirement. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the needs of the Government as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
