About this file

This is a Notice of Intent to Sole Source issued by the Uniformed Services University of the Health Sciences (USU), a federal health sciences university located in Bethesda, Maryland.

USU intends to award a sole-source, firm-fixed-price contract to Sun Nuclear Corp. (located at 3275 Suntree Boulevard, Melbourne, Florida 32940-7514) for the procurement of a Sun Nuclear SunSCAN 3D System, including associated software and installation. The justification for sole sourcing is based on Sun Nuclear's unique automated setup process for positioning a 3D scanning water phantom, which uses ion chamber measurements to verify center alignment, level scanning arms, and achieve negligible measurement hysteresis. Sun Nuclear is identified as the only manufacturer currently offering this automated procedure. This procurement will be conducted in accordance with FAR Part 13.106-1(b)(1)(i).

In accordance with 5.207(c)(16)(i), all responsible sources are invited to submit a bid, proposal, or quotation for consideration. Responses must provide clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential offeror can meet the Government's stated needs. Information received will be evaluated to determine whether a competitive procurement should be conducted instead. Responses must be submitted via email to the contact listed in the notice by the closing date specified. The Government assumes no responsibility for costs incurred by interested parties in responding to this notice.

Intended Recipient: Sun Nuclear Corp. (Sun Nuclear), 3275 Suntree BLVD, Melbourne, Florida 32940-7514

Intent to Sole-Source:

USU intends to award a sole-source, firm-fixed-price contract to Sun Nuclear for Sun Nuclear SunSCAN 3D System. This includes associated software and installation.

Sole Source Justification

The Sun Nuclear system is uniquely qualified because of its automated setup process. Precise physical positioning of a 3D scanning water phantom is critical and often time-consuming. Sun Nuclear is currently the only manufacturer that automates this procedure, using ion chamber measurements to verify center alignment, level scanning arms, and negligible measurement hysteresis. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).

In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can meet the needs of the Government as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.

Responses must be received via email to the contact listed in the notice by the closing date of the notice.
