About this file
This is a Notice of Intent (NOI) to Sole Source a federal research and development contract. The Walter Reed Army Institute of Research (WRAIR), Center for Military Psychiatry and Neurosciences Research (CMPN), Integrative Systems Biology (ISB) Branch intends to award a Cost Plus Fixed-Fee Research and Development contract on a sole source basis to CFD Research Corporation (6820 Moquin DR NW, Huntsville, Alabama 35806-2900) for development of a RapiOmics assay prototype to support SeptiBurnAlert's rapid test development. The contract falls under NAICS Code 541714 (Research and Development in Biotechnology except Nanobiotechnology) with a small business size standard of 1,000 employees and PSC code AN13.
The requirement involves developing a handheld device capable of delivering rapid sepsis risk assessment results from a single drop of blood. CFD Research is identified as the sole technically acceptable vendor due to being the developer and proprietary owner of the required equipment. The device must utilize minimal electrical power, minimal intervention, and require no special handling or storage, with results available in approximately one hour to enable rapid detection and prevention of sepsis in burn victims. Market research confirmed no commercially available equivalent exists. Interested organizations may submit a brief capabilities statement (no more than ten pages, 10-point minimum font) by 10:00 AM Eastern Time on November 2, 2026, to Ms. Nicole Applegate at nicole.v.applegate.civ@health.mil. If no meaningful written submissions are received by the deadline, the requirement will be issued as a sole source contract to CFD Research Corporation.
