Notice of Intent to Award Sole Source to Aquatics Informatics

THIS IS NOT A REQUEST FOR QUOTES OR PROPOSALS.

No solicitation document is available.

The Department of the Interior (DOI) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Aquatic Informatics under the authority as prescribed in FAR 13.106(b)(1).

Any time series hydrologic data collected by BLM hydrologists needs to be corrected, analyzed, and stored as corporate data. These data points are primarily stage and discharge records at stream gaging stations, water quality data, and meteorological data. In 2007, AQUARIUS was selected by BLM as the standard software for storage, analysis, and management of continuous time series data. Maintaining Statewide and nationwide compatibility is a significant issue when selecting a vendor. It is even more significant when considering it takes over one week of training and hours of practice to use the software analysis tools with a moderate level of skill.

BLM Alaska has legacy and current data stored in AQUARIUS through the previously purchased licenses.

A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable NAICS Code is 513210 and the business size standard is $47 million.

Be advised that the aforementioned information is anticipatory in nature and is not binding.

Interested parties may identify their interest and capability by sending responses regarding this Requirement via E-MAIL ONLY to Casey Carlson at casey_carlson@ios.doi.gov by 06/26/2026 at 10:00 AM MT. Any comments, questions or concerns regarding this notice may be submitted to the same contact. Questions by phone or fax will NOT be considered.
