NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD
The U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS), Division of Acquisition Policy (DAP), on behalf of the IHS, Division of Clinical and Community Services
(DCCS), intends to award a Contract on a sole source basis to Pamela Aguilar, LLC, Inc. of
Wynnewood, Oklahoma, for its unique capability to provide Virtual and culturally competent technical assistance for I/T/U health care programs using the IHS CHR RPMS/PCC data application.
The anticipated period of performance will include a seven (7) month base period and 3 option periods from 10/01/2022 to 09/30/2027.
This sole source action will be issued under the authority of the Simplified Procedures for Certain
Commercial Items. The statutory authority permitting sole source acquisition is 41U.S.C 1901 as implemented by Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii). Market research has identified Pamela Aguilar, LLC as the only vendor capable of providing the required support services for IHS. RPMS CHR PCC is not a part of the Clinical Reporting System (CRS) but provides patient and workload data for individual Tribes, Areas and Headquarters. RPMS CHR PCC represents the only means by which IHS can report CHR services and activities to Congress for budget justifications and to respond to inquiries. CHR Programs use CHR PCC to identify and track patient services in a variety of categories and health issues, identify resource allocation needs, and provide data to support grant applications, among other uses. The Resource and Patient Management
System - or RPMS - is a decentralized integrated solution for management of both clinical and administrative information. Professionals in American Indian, Alaska Native, and private sector health facilities use RPMS every day to efficiently manage programs, maximize revenue generation, and to provide high-quality care for patients. Not awarding will greatly impact IHS CHR reporting on outcome measures annually.
It is anticipated that the Government will award a Firm Fixed-Price (FFP) contract for this requirement. The North American Industry Classification System (NAICS) code is 611420
(Computer Training) with small business size standard of $12M. The Product and Service Code
(PSC) is U001 – Education/Training - Lectures.
Points of contact for this acquisition is Contract Specialist, Darryl Smith at darryl.smith@ihs.gov.
This notice of intent is not a request for competitive quotes. Interested persons may identify their interest and capability to respond to the requirement or submit a quote to Contract Specialist, Darryl
Smith at darryl.smith@ihs.gov.
Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.
