About this file
This is a Notice of Intent from the FBI's Finance Division announcing plans to award a sole-source, firm-fixed price contract to iconectiv for the Enhanced Law Enforcement Platform (ELEP). The sole-source justification is based on iconectiv being the only FCC-authorized provider to manage and provide access to the Number Portability Administration Center (NPAC) database.
The procurement falls under NAICS code 517111 (Wired Telecommunications Carriers) and will support the FBI's Operational Networks and Technology Unit's (ONTU) Legal Demand Services Program (LDSP). Interested parties must submit capability statements via email to nljackson@fbi.gov by 10:00 am CT on February 21, 2025. Vendors must be registered in SAM with current UEID, EFT, address, and contact information. The notice specifies that while this is not a request for competitive quotes, the government maintains discretion to conduct a competitive procurement based on responses received.

Text version
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT
WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to award a firm-fixed price contract for Enhanced Law Enforcement Platform (ELEP). Only this suggested source can furnish the requirement because the Federal Communication Commission (FCC) solely allows iconectiv to manage and provide access to the Number Portability Administration Center (NPAC) database. Renewal of the iconectiv ELEP service will support the Operational Networks and Technology Unit’s (ONTU) Legal
Demand Services Program (LDSP).
This notice will be distributed solely through the System for Award Management (SAM) website. Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 517111 – Wired Telecommunications Carriers.
The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests, capability, and authorized provider letter by responding to this requirement by contacting the Contracting
Officer via email only at nljackson (at) fbi.gov, no later than 10:00 am (CT) on Friday, February 21, 2025.
Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered.
Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM.
Please ensure that your company’s SAM information is updated and accurate. This includes UEID #, EFT, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
Justification and Approval (J&A) available upon request.
