About this file

This is a Notice of Intent to Sole Source for a direct purchase of Belzona paint products. The Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Lower Colorado Dams Office (LCDO) at Hoover Dam is seeking 78 units of Belzona 1311 Ceramic R-Metal and 92 units of Belzona 1321 Ceramic S-Metal (Grey) for application on turbine runners, wicket gates, and miscellaneous dam components. The solicitation is being conducted as a noncompetitive sole source procurement under FAR 12.102(a), with the NAICS code 325510 (Paint and Coating Manufacturing) and a size standard of 1,000 employees. The resulting contract will be a Firm-Fixed Price Purchase Order with anticipated award in September 2026.

The justification for sole sourcing cites Belzona's proven compatibility with Hoover Dam's demanding hydraulic environment, existing Belzona infrastructure at the facility, and the risks of cross-brand incompatibility that could result in delamination and coating failure. The government notes that the facility's building repair group has established procedures, tools, and expertise specific to Belzona application, and transitioning to alternative brands would require procedural changes, retraining, and potential new tool procurement. All responsible sources may submit a capability statement, proposal, or quotation by Tuesday, September 1, 2026. Submissions, questions, and other documents should be directed to Mr. Noah Maye at noah_maye@ios.doi.gov. Contract award information and the Justification and Approval documentation will be posted on SAM.gov.

NOTICE OF INTENT to Sole Source Requirement for Belzona Direct Purchase

Ref. Sol. No. 140R3026Q0134

This solicitation is being advertised as a noncompetitive sole source solicitation as provided under FAR 12.102(a), for Belzona Paint used at Hoover Dam.

The Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Lower Colorado Dams

Office (LCDO), Hoover Dam is seeking a supply of Belzona products for use on turbine runners, wicket gates, and miscellaneous components. Hoover Dam requires the following types of

Belzona:

1. Belzona 1311 Ceramic R-Metal

2. Belzona 1321 Ceramic S-Metal

The furnished products shall be exactly to the brand-name specs and quantities. The following quantities are requested:

1. Belzona 1311 Ceramic R-Metal, 78 units

2. Belzona 1321 Ceramic S-Metal (Grey), 92 units

The Belzona line of composite repair materials and protective coatings is essential to meeting the

Government’s minimum requirement because Hoover Dam’s operating environment demands high‑abrasion, water‑compatible, and erosion‑corrosion–resistant products that have already been proven effective on turbine runners, wicket gates, pipe interiors, and other critical components currently coated or rebuilt with Belzona systems. Belzona products have demonstrated compatibility with the dam’s water conditions, which contain particulate matter that can impact and degrade surfaces, and their formulation ensures reliable adhesion and long‑term performance in these demanding hydraulic environments. Equally critical, existing infrastructure at Hoover

Dam already incorporates Belzona layers; applying topcoats or repair compounds from a different brand introduces a significant risk of delamination and coating failure due to cross‑brand incompatibility. The building repair group has extensive experience, tools, and established procedures for surface preparation and application of Belzona materials, and transitioning to alternate brands would require procedural changes, retraining, and potential procurement of new specialized tools—all of which pose operational risk and additional cost. For these reasons, only Belzona products can satisfy the compatibility, performance, and continuity requirements necessary to ensure safe, effective, and reliable maintenance of Hoover Dam’s critical assets.

The NAICS for this action is 325510, Paint and Coating Manufacturing with a size standard of

1000 Employees.

Award is anticipated in September 2026. The resulting contract is planned to be a Firm-Fixed

Price Purchase Order.
