About this file
This is a Notice of Intent to Sole Source from the Uniformed Services University of the Health Sciences (USU).
USU intends to award a sole-source, firm-fixed-price contract to Kuali Inc. (located at 3300 N. Ashton Blvd Ste 230, Lehi, Utah 84048-5351) for Research Administration System (RAS) software licenses, data migration, and technical support. The contract will consist of a base year and four option years. The requirement represents a continuation of work currently being performed by Kuali as a subcontractor under U.S. Office of Personnel Management USA Learning task order 47QACA25F0297 with Oakland Consulting Group, Inc. as the prime contractor; the current task order ends September 23, 2026. USU is sole-sourcing this requirement because Kuali is the only contractor capable of meeting agency requirements given the previous work accomplished for the RAS implementation and the impracticability of contracting for a new system. The procurement will follow FAR Part 13.106-1(b)(1)(i) procedures.
In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit competing bids, proposals, or quotations. Responses must provide clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the offeror can meet stated government needs. All responses must be submitted via email to the contact listed in the notice by the published closing date. The Government will not reimburse costs incurred in responding to this notice.
