About this file
This is a Special Notice of Intent to Award Sole Source for T1 Sites to Ethernet conversion services at Barksdale AFB, issued by the 2nd Contracting Squadron. The Government intends to award a firm-fixed-price contract to Motorola Solutions, Inc. for expert administration and programming services to convert existing T1 sites to Ethernet, including thorough testing and acceptance procedures to ensure seamless integration with existing Motorola radio services.
The sole source justification is based on Motorola Solutions, Inc. being the sole provider with access to the proprietary system currently in use. The notice states that failure to obtain services from Motorola would halt critical base communication infrastructure, including Land Mobile Radio and Consoles. While this is not a solicitation, interested firms may challenge the sole source decision by submitting an interest letter demonstrating technical expertise, certifications, and authorization to compete, along with evidence that competition would benefit the Government without being cost or time prohibitive. The Department of the Air Force Global Strike Command is the contracting agency.

Motorola Solutions, Inc. is the sole provider of the required services, expertise and access to the proprietary system that is currently in use. Given the proprietary nature of the system, it is imperative that all servicing and maintenance be performed solely by this company. Failure to obtain the necessary services from Motorola Solutions, Inc will result in the halt of all Motorola radio services, including Land
Mobile Radio and Consoles, which are critical to the base's communication infrastructure at Barksdale
AFB, LA. Market research was conducted and has confirmed that the above company is able to meet the government's needs. Accordingly, a sole source award will be made to Motorola Solutions, Inc.
