SUBJECT: NOTICE OF AWARD OF A SOLE SOURCE PROCUREMENT
Renewal of AgWare License Package with Software Maintenance and Support
Interested Contractor Community:
This is an intent to purchase a sole source procurement under the authority of FAR 13.501(a), “Sole source (including brand name) acquisitions.” This will be a Firm-Fixed Price Contract utilizing a Disadvantaged Small Business by employing simplified procedures for certain commercial items under FAR 13.5. There will be no written solicitation issued.
The USDA Farm Service Agency requires agriculture real estate appraisal and housing appraisal report and appraisal review report software package.
A unique commercially available off-the-shelf appraisal PC and Mobile PC based software package capable of functioning in remote access areas where no network connectivity is available. Software package meets the Agency’s needs for completing agricultural appraisal reports, residential appraisal reports, commercial appraisal reports, and appraisal reviews encompassing the features and data required to complete both an Agricultural Real Estate Appraisal (AREA) and a Housing Appraisal. The package includes base appraisal software capable of producing industry standard Uniform Standards of Professional Appraisal Practice (USPAP) compliant report, a USPAP compliant industry standard land appraisal compliant report and the Uniform Residential Appraisal Report (URAR). The software incorporates as an add-on package, third party mapping, sketching, deed plotting, scanning, image file importing, integration with Arc GIS software and data communication interface. The report writing software is intuitive, robust, and provides the ability to report in a concise, meaningful manner. AgWare provides efficiencies by allowing automated data analysis, automated calculations, reducing typing redundancies, and intuitive data search functions. The integrated Datalog and report writing in ClickForms contribute to the efficiency this software provides. It has the ability to incorporate agency forms and the capability to migrate data into Excel, PDF, or other database formats. The DataLog allows for searchable fields to include structure types, land classifications, and property types. This allows for efficient means to research specific items to aid in the analysis of complex property types and assignments. Most of the appraisals completed by and for FSA are AREA. An AREA consists of data elements beyond the content of that of the Uniform Residential Appraisal Report (URAR) because an AREA can consist of a combination of residence, barn and outbuilding structures, acreage for agricultural production, livestock and mineral, timber and/or water rights. Data elements required to complete an AREA are in conformance with the USPAP, effective, January 1, 2024, as updated, from the Appraisal Standards Board, The Appraisal Foundation, Washington, DC.
The incorporated provisions and clauses of this notice are in effect through Federal Acquisition Circular 2025-03 effective January 17, 2025.
The North American Industrial Classification System (NAICS) code is 513210, Software Publishers, with a small business size standard of $41.5M.
