About this file

This is a Notice of Intent to Sole Source for software license procurement. The U.S. Army Corps of Engineers (USACE), Portland District, intends to award a firm-fixed-price, sole-source contract to SISCO, Inc. (located in Sterling Heights, Michigan) for proprietary software licenses and associated support services. The procurement includes one AXS4-ICCP Development License (Part Number: AXS4-ICCP-142-095-DEV) and three AXS4-ICCP PAK Runtime Only Licenses (Part Number: AXS4-ICCP-142-095-PAK). The contract falls under NAICS Code 513210 (Software Publishers) and FAR 12.102(a), which permits sole-source awards when only one responsible source exists.

SISCO, Inc. is identified as the sole developer, manufacturer, and maintainer of the AX-S4 ICCP software, which is required for seamless communication with Western Area Power Administrations (WAPA) existing infrastructure and is fully compliant with the IEC 60870-6 TASE.2 (Inter-Control Center Communications Protocol) standard. A Statement of Non-Availability (SoNA #216822198) from CHESS confirms this requirement cannot be fulfilled through the mandatory IT source. Although this is not a competitive solicitation, interested parties may submit capability statements demonstrating their ability to meet the stated requirements to Joseph Jarvis (joseph.b.jarvis@usace.army.mil), the Contract Specialist at USACE Portland District, by a response date to be determined (TBD). Contract performance will be electronic delivery to USACE Portland for use at the Denver Technical Service Center in Denver, Colorado.
