About this file
This is a Notice of Intent to Sole Source a federal service contract. The Defense Health Agency Contracting Activity (DHACA), Healthcare Operations Division - West, intends to award a firm-fixed price contract to Vitalant (9305 E Via De Ventura, Scottsdale, AZ 88258-3497) for Blood Products and Services supporting David Grant Medical Center at Travis Air Force Base. The contract is being pursued under FAR 12.102(a) as a sole source award. The NAICS code is 621991 (Blood and Organ Banks) with a $40.0M business size standard, and the Product Service Code is 6506 (Blood and Blood Products). Vitalant is identified as the only responsible source capable of meeting the Government's requirements due to Travis AFB's remote location and the critical one-hour delivery requirement for blood and blood products; failure to meet this timeline poses life-threatening risks to patients.
The base contract period runs from October 1, 2026 through September 30, 2027, with four one-year option periods extending through September 30, 2031. Interested vendors wishing to challenge this sole source determination must submit a capability statement (maximum six 8.5 x 11 inch pages, 10-point font minimum) demonstrating management, technical, and cost capabilities to Kenneth Harmon at kenneth.d.harmon.civ@health.mil by August 21, 2026 at 10:00 AM PDT. Submissions must be in Microsoft Word or Adobe PDF format. The Government reserves the discretion to either conduct a competitive procurement or proceed with the sole source purchase order based on responses received. Telephone requests or offers will not be accepted.
