About this file
This is a Notice of Intent to Sole Source for a Globus High Assurance Subscription issued by the U.S. Department of the Interior's Interior Business Center on behalf of the Department of Health and Human Services, National Cancer Institute. The government intends to negotiate a sole source, firm-fixed-price acquisition with the University of Chicago – Globus for commercial data storage services consisting of a one-year subscription to Globus GridFTP software and a one-year subscription to Globus for Amazon S3 (High Assurance Level). The contracting officer is Samantha Davis and the contract specialist is Marifel Alfaro, both located at 381 Elden Street, Suite 4000, Herndon, VA 20170.
The requirement involves unlimited use of Globus GridFTP, the industry standard software used to transfer large data sets between the NIH Biowulf super-computing facility and NCI storage, as well as transfers with external collaborators and research institutes. The subscription includes technical support available via website and email from 9:00 AM to 5:00 PM CT, Monday through Friday excluding federal holidays, all software updates and revisions at no additional cost, defective software replacement, and access to product documentation. While the government states that only the University of Chicago is known to provide all required elements as the creator and sole source of GridFTP, interested parties may submit capabilities statements by 10:00 A.M. ET on Friday, August 22, 2025. Submissions must be electronic, not exceed four pages, use 11-point font minimum, and be sent to the contracting officer and contract specialist. Performance will occur at contractor facilities.
