NOTICE OF INTENT TO SOLE SOURCE: Extension of the Application and Eligibility Determination System (AEDS) II contract

Special Notice

The AEDS II Contract supports the Central Processing System (CPS), which calculates eligibility for federal aid when students and parents apply through fafsa.gov, the myStudentAid mobile app, phone, paper applications, or with help from their school’s financial aid office via Financial Aid Administrators (FAA) Access or EDExpress. In addition, the AEDS II Contract supports Participation Management, an enrollment system for schools and other partners to access FSA’s systems and exchange information with FSA through the Student Aid Internet Gateway (SAIG).

Federal Student Aid (FSA) intends to extend the current fixed-price non-competitive contract with General Dynamics One Source (GDOS) located at 3150 Fairview Park Drive, Falls Church, VA 22042 for the continued support of the Application Eligibility Determination System (AEDS), including the addition of a few requirements and decommissioning of the AEDS products, systems, and services. A competitive solicitation for the Award Eligibility Determination (AED) will be released in Fiscal Year 2021. The award will be made in Fiscal Year 2022.

This proposed action will allow GDOS to develop the 2023–2024 Free Application for Federal Student Aid (FAFSA®) application cycle and add a fourth option period from Sept. 30, 2023 to Sept. 29, 2024, for Operations and Maintenance (O&M). Additionally, it will enable GDOS to implement provisions of the FAFSA Simplification Act and decommission the AEDS products, systems, and services. The extension of the contract will also ensure that there are no disruptions to the current FAFSA process.

A determination by the government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining competitiveness of the future procurement.

Vendor comments or capability statements submitted to the Contracting Officer at Carolyn.Dickens@ed.gov with a copy to LaWanda.King@ed.gov no later than Noon Eastern Daylight Time on Friday, May 28, 2021 will be considered by the government. The approved Justification for Other Than Full and Open Competition will be posted on Beta.SAM.gov within 14 days after the extension award.
