Notice of Intent to Sole-Source: The 341st Contracting Squadron (CONS) – Malmstrom Air Force Base, Montana intends to award on a sole-source basis contract to NorthWestern Energy to provide power data for 78 missile sites for the 341st Missile Wing. The following items will be collected: primary feed size, primary feeder length, utility pole/transformer coordinates (LAT & LONG), physical point of interconnection, transform information, frequency of variations from utility, transformer regulation, primary voltage regulator, primary voltage (max & min), secondary voltage (max & min), number of transformers, transformer model/make, transformer phase (single/three), transformer capacity, 3 phase ground to fault current (min, normal, max, X/R ratio), single phase ground fault to current (min, normal, max, & X/R ratio), minimum acceptable power factor, metering requirements (Location, capabilities, interface), and common coupling point (Primary/Secondary Side). This is a one-time purchase.

NorthWestern Energy is the sole source provider for their operating systems, devices, and utilities installed and maintained by NorthWestern Energy. Montana does not have an open market for electricity supply. The missile sites above are located in NorthWestern's service area/territory. Thus, making NorthWestern the sole provider of electricity of these sites. The information requested can only be answered by NorthWestern, since they own and manage the equipment supplying the power.

THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. All responsible sources may submit a quote which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
