About this file

This is a Notice of Intent to Sole Source, a presolicitation notice issued by the 10th Contracting Squadron at the United States Air Force Academy in Colorado Springs, Colorado. The Government intends to award a firm fixed-price purchase order for embroidery equipment on a sole-source basis to Barudan America, Inc., located in Solon, Ohio, under the authority of 10 USC 2304(c)(1) citing only one responsible source. The NAICS code is 333248 with PSC 3530, and the small business size standard is 750 employees.

The requirement consists of two Barudan Single Head Embroidery Machines (BEKT-S1501CB3) with 360x500mm sewing fields and speeds up to 1,300 stitches per minute, along with comprehensive accessories including multiple hoop sizes, carts with wheels, table sets, multi-emblem clamps, clamp adapters, strap clamps for military name tapes, and BNET Workgroup 100 software supporting up to 100 LAN connections with two days of installation and training. The Government conducted a comprehensive market survey and determined Barudan is the sole responsible source because it is the exclusive distributor in the Colorado region, the USAFA cadet tailor shop currently operates six Barudan machines controlled by a single computer with pre-installed software managing up to eight machines, standardization requirements would make replacing existing equipment cost-prohibitive, and personnel are extensively trained on Barudan equipment. Barudan machines include an industry-leading 5-3-2 warranty with extended warranty options. Anticipated contract award is on or before September 30, 2026, subject to availability of funds. Interested parties may submit capability statements demonstrating clear and convincing evidence that competition would be advantageous to the Government by submitting responses to wanda.farr@us.af.mil and danielle.hyde.2@us.af.mil no later than 10:00 AM Mountain Daylight Time on April 20, 2026. No separate Justification and Approval will be posted as the requirement is valued below the Simplified Acquisition Threshold. A solicitation will not be posted.

Notice of Intent to Sole Source

FA700026P0035

This is a special notice prepared in accordance with (IAW) the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (hereinafter referred to as RFO) 5.101 – Presolicitation Notice. The contracting office for this notice is the 10th Contracting Squadron, USAF Academy, CO 80840.

The US Air Force Academy (USAFA) intends to award a sole source commercial contract using simplified acquisition procedures IAW RFO part 12 to Barudan America, Inc., 30901 Carter Street, Suite A, Solon, OH 44139. The authority for this non-competitive award is 10 USC 2304(c)(1), only one responsible source. The NAICS code for this requirement is 333248 and the PSC is 3530. The size standard as defined by the U.S. Small Business Administration is 750 employees. This notice incorporates provisions and clauses that are in effect through the RFO effective 1 February 2026. The Government has deemed Barudan America, Inc. (Barudan) to be a responsible contractor with respect to performance.

a. Only one responsible source and no other item will satisfy the USAFA requirement.

b. A comprehensive market survey was conducted to identify potential vendors for the required equipment. This research included a detailed search of the General Services Administration (GSA) Advantage! website and other government supply sources. The market research concluded that Barudan is the only vendor capable of meeting the government's requirements for the following reasons:

• Exclusive Distributorship: Barudan is the sole manufacturer and the only authorized distributor of the required machines within the Colorado region.

There are no other vendors authorized to sell this equipment.

Procurement from a source other than Barudan would result in substantial duplication of costs and unacceptable delays in fulfilling the agency's requirements.

The rationale is detailed below:

• Standardization and Interoperability: Due to the increased embroidery requirements for support to OCP/USSF uniforms, the USAFA cadet tailor shop requires 2 additional embroidery machines. The cadet tailor shop currently has 6 Barudan embroidery machines that are controlled by a single computer. Purchasing additional Barudan brand machines will enable the tailor shop to control all the embroidery machines from a single computer.

The computer comes with pre-installed software to manage up to 8 machines with the included Ethernet switch. Therefore, Barudan brand embroidery machines are required because using any other brand would necessitate replacing all of the embroidery equipment which would be cost prohibitive. Furthermore, the Barudan machines come with an industry leading 5-3-2 warranty with the option to purchase extended warranties when the original warranty expires.

• Operational Efficiency and Training: The tailor shop's contract personnel are extensively trained and proficient in the operation and maintenance of Barudan machinery. Introducing a different brand would mandate a new, costly training program. This would not only incur direct financial costs but also result in increased lead times for current workloads and disrupt the compact operational schedule required for tailoring and pressing services.

These delays would negatively impact the mission-critical support provided by the tailor shop.

Based on the information above, Barudan is the only responsible source capable of providing the required equipment without causing significant operational disruption and incurring substantial and avoidable costs for equipment overhaul and personnel retraining. Therefore, it is in the government's best interest to procure the two embroidery machines directly from Barudan on a sole-source basis.

c. This request is issued for 10th Logistics Readiness Squadron. Anticipated award on or before 30 September 2026 (subject to availability of funds) as a firm fixed-price purchase order.
