SPECIAL NOTICE: 12318723Q0062
Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE
The USDA Forest Service proposes to issue a sole source Federal Supply Schedule (FSS) order on a firm fixed-price basis with WEX, Inc. This will be a multi-year order consisting of base year, plus (4) four option years for Geotab telematics devices and associated monthly connection services, along with near-field communication (NFC) readers and harnesses necessary for installation in agency-owned vehicles. A determination was made by CIO that this will be a non-IT contract.
FS WO Fleet requires the purchase of Geotab telematics devices, monthly connection services, NFC readers, and harnesses for agency-owned on-road motor vehicles. Devices should be capable of self- installation by agency personnel with the ability to transfer devices between vehicles as fleet changes. The device/service plan must provide at a minimum the vehicle identification number (VIN), Odometer, days used and daily trips, GPS tracking with location 30-90 seconds while in motion, and hardware necessary for driver identification. This will be a multi-year order consisting of a base year plus (4) four option years.
In March 2019, a contract was awarded by the General Services Administration (GSA) Lease Fleet Program to install Geotab telematics devices in the 200,000-plus vehicle governmentwide leased fleet that is supplied to various U.S. federal agencies. As part of this award, GSA has installed Geotab telematics beginning in fiscal year 2021 on all new light duty and mid-sized vehicle lease acquisitions government-wide, including Forest Service’s annual vehicle lease replacements. Forest Service has Geotab devices currently installed in 265 of its 1500 leased vehicles and will need the same Geotab devices installed in the 17,000 plus Forest Service owned vehicles. The use of Geotab devices supplied by WEX, Inc. in both leased and owned vehicles will allow for consistent management of vehicles within a single vendor-provided web platform that will be paid for through the monthly subscription services. Two separate systems would not be feasible for cohesive management of the combined fleet. Telematics data will be integrated into the Forest Service Fleet Equipment Database, USD dashboards, and several other mandated federal fleet systems. Using this contractor’s supplies and services on Forest Service’s owned vehicles will allow the efficiencies of one telematics hardware platform, service plan and database across the entire fleet-- both owned and leased vehicles.
Additionally, WEX has been selected by other USDA bureaus to serve as their supplier, which will further increase the efficiencies that can be gained by consistent management of vehicles across USDA, especially considering USDA utilizes a single financial management system and fleet credit card system. The use of consistent technology across the USDA fleet will facilitate the consistent application of policy department wide. WEX is also the only reseller of Geotab hardware and subscription services that can integrate LincPass readers into the vehicles to enable automated association of drivers to trips to enable proper billing for vehicle use in motor pool situations. WEX is the authorized reseller for Geotab hardware and services that is FedRAMP (Federal Risk and Authorization Management Program) “Authorized.” Market research found that there are 200 FedRAMP authorized vendors.
FedRAMP authorization provides WEX/Geotab with unique qualifications as an Authority to Operate (ATO) from the GSA to; 1) meet the stringent security requirements set forth by the U.S. federal government for use of GPS on its motor vehicles; 2) reduce both time and staff required to conduct Agency security assessments; and 3) provide secure use of Homeland Security Presidential Directive (HSPD-12) employee LincPass as a driver identifier during vehicle use. WEX/Geotab has received FedRAMP authorization making WEX/Geotab’s products and services available across the federal fleet and allowing other government agencies to leverage WEX/Geotab’s services through the contract.
The North American Industry Classification System (NAICS) code for this requirement is 334111 with the size standard of 1,250 employees. This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
