About this file

This is a Special Notice of Intent to Sole Source, issued by the First Responder Network Authority (FirstNet Authority) for an annual organizational membership purchase order. The intended awardee is the Alliance for Telecommunications Industry Solutions, Inc. (ATIS) for membership services including participation in the Next G Alliance and ATIS's role as a North American organizational partner in the Third Generation Partnership Project (3GPP). The procurement is structured as a firm-fixed-price sole source purchase order, with competition restricted to a single source under FAR 12.102(a). ATIS is identified as the unique standards development organization responsible for creating and evolving wireless broadband technology standards applicable to the nationwide public safety broadband network and for defining mission-critical services for that network. Membership standing can only be conferred by ATIS and cannot be obtained from alternative sources.

The notice provides an opportunity for interested sources to submit capability statements demonstrating their ability to provide the required services; however, this is not a competitive solicitation. Capability statements must contain management and technical data with convincing evidence of capability and will be accepted only if they propose to provide services rather than merely request documentation or ask questions. All responsible sources may submit a capability statement for agency consideration. The Government retains sole discretion to determine whether to conduct a competitive procurement or proceed with the sole source award. Responses are due by 8:00 AM EST on November 3, 2026, and should be submitted to Brandon Payne, Contracting Officer, at brandon.payne@firstnet.gov. If no responses are received, the Contracting Officer will proceed with awarding the sole source purchase order to ATIS.

SPECIAL NOTICE OF INTENT TO SOLE SOURCE

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The First Responder Network Authority (FirstNet Authority) intends to award a firm-fixed-price sole source purchase order to the Alliance for Telecommunications Industry Solutions, Inc.

(ATIS) for an annual organizational membership, including participation in the Next G Alliance and in ATIS's role as a North American organizational partner in the Third Generation Partnership Project (3GPP). Competition is restricted to a single source in accordance with RFO FAR 12.102(a).

ATIS is the standards development organization responsible for the creation and evolution of the wireless broadband technology standards applicable to the nationwide public safety broadband network, and the body through which mission-critical services for that network are defined and standardized. Membership standing is conferred only by ATIS as the issuing standards body and cannot be obtained from any other source.

This Notice of Intent is not a request for competitive quotes. No solicitation documents exist for this requirement, and telephone or email requests for a solicitation will not be honored. Sources interested in responding are required to submit a capability statement containing management and technical data in sufficient detail, with convincing evidence that clearly demonstrates the capability to provide the required services. All capability statements received by the due date will be considered. Submissions that only request documentation or additional information, or that only ask questions, will not be considered. All responsible sources may submit a capability statement, which will be considered by the agency.

A determination not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or proceed with a sole source purchase order. If no responses are received, the Contracting Officer will proceed with a sole source award to the Alliance for Telecommunications Industry Solutions, Inc.

Responses are due by 8:00AM (EST), 03 November 2026 to Brandon Payne, Contracting Officer; brandon.payne@firstnet.gov.
