About this file
This is a Notice of Intent for a sole-source contract award from the 341st Missile Wing at Malmstrom Air Force Base. The 341st Missile Wing intends to award a contract to Chinook Systems, Inc., the original integrator of the proprietary Environmental Management Control System (EMCS) and COIN network baseline. The contract consists of a 12-month software sustainment agreement providing system patching, maintenance, and cyber vulnerability mitigation for existing EMCS facilities. Additionally, Chinook Systems will conduct a comprehensive feasibility survey of 58 buildings to develop a scalable execution plan, topology map, and cost estimate for connecting these remaining facilities to the EMCS/COIN network.
The government justifies the sole-source award based on Chinook Systems' status as the original integrator; no other vendor can modify or integrate new systems into the proprietary baseline without voiding warranties or compromising software integrity. The notice emphasizes that competitive procurement would disrupt critical remediation efforts, introduce operational risk to cyber command posture, result in substantial cost duplication, and cause unacceptable operational delays. Timely execution is critical to prevent catastrophic HVAC system failures and vital computer system outages. Responses demonstrating clear and convincing evidence that competition would benefit the government are due by July 30, 2026, at 12:00 PM MDT to 341 CONS at Malmstrom AFB. Submission must be in writing; oral communications are not acceptable. Points of contact are Jean-Denis Ducimetiere (Primary) at 406-731-4031 and Rhiannon J. DeForest (Secondary) at 406-731-4009.

Notice of Intent – 341 ECMS Upgrade and Technical Support - Notice A065727
The 341st Missile Wing intends to award a sole-source contract to Chinook Systems, Inc.
to provide a comprehensive feasibility survey for 58 buildings and ongoing technical support for the existing Environmental Management Control System (EMCS) and COIN network.
The proposed contract consists of a 12-month software sustainment agreement to provide vital system patching and maintenance, ensuring the stability of the system and mitigating known cyber vulnerabilities. Additionally, the effort tasks Chinook Systems with physically assessing 58 facilities to build a scalable, step-by-step execution plan, topology map, and cost estimate for connecting these remaining buildings to the EMCS/COIN network.
Chinook Systems is the original integrator of the proprietary baseline currently established across Malmstrom's EMCS facilities. No other vendor can modify, upgrade, or integrate new systems into this baseline without voiding existing warranties or compromising software integrity. A competitive award to another source would disrupt these critical, ongoing remediation efforts and introduce significant operational risk to our cyber command posture. It would also result in substantial cost duplication and unacceptable operational delays. Timely execution is critical, as the current inability to accurately assess energy usage and maintenance issues in disconnected buildings has historically led to catastrophic HVAC system failures, resulting in severe facility damage and the failure of vital computer systems.
THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS, and a solicitation will not be issued.
All responsible sources may submit a quotation which shall be considered. Any response to this notice must show clear and convincing evidence that the competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
RESPONSES ARE DUE NO LATER THAN 30 July 2026 by 12:00 PM MDT at 341 CONS, Malmstrom AFB to the points of contact below.
