DESCRIPTION

NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 7), Charleston VA Medical Center located at 109 Bee Street, Charleston, SC 29401 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source award 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute).

The RHJVAMC Gastroenterology Section currently uses FibroScan devices to noninvasively collect measurements on liver stiffness and fat content. These results are crucial to identifying and managing Non-Alcoholic Fatty Liver Disease (NAFLD). The proprietary Vibration Controlled Transient Elastography (VCTE), and Controlled Attenuation Parameter (CAP), technologies of the FibroScan immensely reduce time, costs, patient discomfort, and operator error in measuring liver disease metrics.

This compromises the security of patient data and slows workflow as well as adds the potential for incorrect data entry into CPRS. Clinical users currently record patient results by hand and manually enter them into the EHR system.

As a solution, the automated integration solution can secure & transmit data between the FibroScan devices and EHR system. The incorporation of an automated integration solution reduces operator labor and error, allows for automatic transfer of doctors’ orders to the FibroScan worklist, and allows care team members to review historical patient results remotely, on exam day and during follow-up appointments.
