About this file
This is a presolicitation notice for a non-competitive sole-source contract to be awarded to Monell Chemical Senses Center located at 3500 Market Street, Philadelphia, PA 19104. The National Institutes of Health (NIH), specifically the National Institute on Alcohol Abuse and Alcoholism (NIAAA), intends to award a contract for data collection and testing related to "Alcohol and Chemosensory Perception in Human Twins – Twinsburg 2026 Data Collection and Testing." The procurement is classified under NAICS code 541380 with a size standard of $19.0 million and is being conducted under FAR Part 13 Simplified Acquisition Procedures with a contract value not exceeding the simplified acquisition threshold of $250,000. The sole-source justification is based on Monell's specialized chemosensory testing methods, proprietary sensory tools, and trained scientific staff required to collect high-quality data from twin participants during the annual Twinsburg Twin Festival. NIAAA has collaborated with Monell since 2019 on this multi-year human twin study examining taste, smell, and chemesthetic responses to ethanol and other sensory stimuli.
The Sensory Science and Metabolism Unit (SenSMet) within NIAAA's Division of Intramural Clinical and Biological Research (DICBR) is the sponsoring organization. Although this is a non-competitive presolicitation, interested parties may submit capability statements, technical proposals, cost-price proposals, period of performance, Unique Entity ID (UEI), Taxpayer Identification Number (TIN), and business size certification. All responses must be received by March 8, 2026 at 9:00 AM Eastern time and submitted electronically to Michael Falzone, Contracting Officer, at Michael.falzone@nih.gov. The Government reserves the right to determine whether to proceed on a non-competitive basis or conduct a competitive procurement based on responses received. All offerors must maintain active registration in the System for Award Management (SAM).

GENERAL INFORMATION
1. Title: Alcohol and Chemosensory Perception in Human Twins – Twinsburg 2026 Data
Collection and Testing
2. Background Information: The National Institute on Alcohol Abuse and Alcoholism (NIAAA), National Institutes of Health (NIH), conducts intramural clinical research to understand the sensory, genetic, and behavioral mechanisms underlying alcohol perception and alcohol-related health outcomes. Since 2019, NIAAA has collaborated with the Monell Chemical
Senses Center on a multi-year human twin study examining taste, smell, and chemesthetic responses to ethanol and other sensory stimuli.
This research requires specialized chemosensory testing methods, proprietary sensory tools, and trained scientific staff capable of collecting high-quality data from twin participants during the annual Twinsburg Twin Festival. For the 2026 study cycle, NIAAA requires
Monell to prepare testing materials, staff and execute on-site data collection, and deliver sensory, survey, and biospecimen data necessary to continue this ongoing research program.
The Sensory Science and Metabolism Unit (SenSMet), Division of Intramural Clinical and
Biological Research (DICBR), NIAAA, is the sponsoring organization for this requirement.
Based on these factors, this is considered the only system reasonably available that meets all functional, operational, and cost criteria. Therefore, in accordance with FAR 13.106-
1(b)(1)(i), this procurement is justified as a sole-source acquisition.
