About this file

This is a Notice of Intent to Award a single-source procurement for Point of Care medical testing equipment and consumables. The VA Network Contracting Office 8 (NCO-8) intends to issue a firm-fixed price contract to Abbott Laboratories Inc for FY26 to supply Abbott iStat Point of Care Analyzers and consumables to the VA Caribbean Healthcare System (VACHS) located in San Juan, Puerto Rico. The contract will provide medical testing capabilities for activated clotting time (ACT), high-sensitivity troponin, basic metabolic panels with hemoglobin and hematocrit, blood gases with electrolytes and blood components, creatinine, and glucose testing for critically ill patients, all performed on a single integrated platform. The current equipment is outdated and requires replacement with the newer Abbott i-STAT analyzer platform.

The procurement is being pursued as a sole-source award under FAR 13.106-1(b), as Abbott is the only company capable of performing the designated tests under one platform. The applicable NAICS code is 334516 with a 1,000-employee business size standard, and the PSC is 6640. This is a notice of intent and not a request for competitive quotes; no solicitation package is available. Firms challenging the single-source justification must submit clear and convincing evidence of their capability to provide these services and demonstrate that competition would benefit the Government. Challenge responses must be submitted via email to Darrin.Alexander2@va.gov no later than 03/04/2026 at 13:00 Eastern Time. The Government reserves the right to make the final determination regarding competition and will not reimburse costs associated with submitting capability information.
