About this file
This document is a Notice of Intent to Issue a Single Source Award for preventative and corrective maintenance of Airedale Turbo chiller systems located at Royal Air Force (RAF) Lakenheath in the United Kingdom. The 48th Contracting Squadron (48 CONS), on behalf of the 48th Civil Engineering Squadron (48 CES), intends to award a firm-fixed-price, single-source contract to Airedale International Air Conditioning (Airedale by Modine) for maintaining two government-owned chiller systems that support mission-critical facilities for the 48th Fighter Wing.
The maintenance services require performing all maintenance to Original Equipment Manufacturer (OEM) factory specifications, ensuring compliance with UK F-Gas regulations, and providing 24/7 emergency response capabilities. The government has determined Airedale is the only source capable of providing these services due to proprietary components, diagnostic software, and engineering data. Interested parties are invited to submit a detailed capability statement by Friday, 23 January 2026 at 1600 GMT via email to two specified government contacts. If no affirmative responses are received by the deadline, a single-source award will be negotiated and issued to Airedale International Air Conditioning without further notice.

Notice of Intent to Issue a Single Source Award
PREVENTATIVE AND CORRECTIVE MAINTENANCE OF AIREDALE CHILLERS AT
ROYAL AIR FORCE (RAF) LAKENHEATH, UNITED KINGDOM (UK)
THIS NOTICE IS ISSUED FOR INFORMATION AND MARKET RESEARCH PURPOSES ONLY.
This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB). It is not a solicitation and does not represent any commitment by the U.S.
Government. The Government will not award a contract based on this notice, nor will it reimburse any costs associated with providing information in response to this announcement. Since this is a Notice of Intent, no evaluation letters and/or results will be issued to respondents.
The 48th Contracting Squadron (48 CONS), on behalf of the 48th Civil Engineering Squadron (48 CES), intends to award a firm-fixed-price, single-source contract to Airedale International Air Conditioning (Airedale by Modine) for the maintenance of government-owned Airedale chillers.
Background
48 CES requires preventative and corrective maintenance services for two existing Airedale Turbo chiller systems located in two Buildings at RAF Lakenheath, UK. These chillers support mission-critical facilities for the 48th Fighter Wing (48 FW). Airedale is the Original Equipment Manufacturer (OEM) of these systems.
The required services include performing all maintenance to the OEM factory specifications, ensuring full compliance with UK F-Gas regulations, and providing access to a 24/7 emergency response capability. A critical aspect of this requirement is the contractor's ability to diagnose, service, and repair systems utilizing proprietary components, specifically Airedale's unique electronic control boards, firmware, and diagnostic software. The contractor must be able to provide genuine OEM parts for all repairs.
At this time, the Government has determined that Airedale International Air Conditioning (Airedale by Modine) is the only source reasonably available to provide the required services, as the maintenance requires proprietary parts, diagnostic software, and engineering data that are not available to other vendors.
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement which shall be considered by the agency. Any interested party that believes it can meet the requirement must provide a capability statement with clear and convincing evidence demonstrating its ability to perform the required maintenance without relying on the OEM for proprietary components or data. A mere statement of capability is not sufficient.
Please provide the following information in your response:
a. Company name, address, CAGE code, and Unique Entity ID (UEI).
b. Points of contact, including telephone number and email address.
c. A detailed capability statement that specifically addresses the following:
1) Your company's demonstrated experience servicing the exact models of Airedale chillers in question.
2) Verifiable proof of your company’s independent and legitimate access to Airedale's proprietary diagnostic tools, software, and control boards.
3) Your company's ability to source genuine OEM parts without going through the OEM's official supply chain.
All interested parties are encouraged to submit a capability statement by Friday, 23 January 2026 at 1600 GMT. Send responses via email to maisa.torquato@us.af.mil and nicholas.parsons.3@us.af.mil. 48 CONS does not have the ability to accept emails over 5MB, brochures, samples, catalogs, or any other marketing solicitation information.
If no affirmative written responses are received by the deadline, a single-source award will be negotiated and issued to Airedale International Air Conditioning without further notice.
