About this file
This is a presolicitation synopsis for the National Institute of Child Health and Human Development (NICHD) to acquire a Bruker timsMetabo liquid chromatography – ion mobility spectrometry – mass spectrometry (LC-IMS-MS) system for the National Institute of Environmental Health Sciences (NIEHS). The non-competitive procurement, under Synopsis No. 75N94025Q00239, is targeted specifically at Bruker Scientific LLC in Billerica, MA, and is classified under NAICS code 334516 with a size standard of 1,000. The system is critical for NIEHS research, enabling molecular analysis of biological samples and supporting metabolomics, lipidomics, and exposomics research by providing high sensitivity, high-resolution, and high-duty cycle mass spectrometry capabilities.
The solicitation requires interested parties to submit responses by September 20, 2025, at 9:00 AM Eastern time, including a technical proposal, cost-price proposal, period of performance, Unique Entity ID, Taxpayer Identification Number, and business size certification. Responses should be electronically submitted to the Contracting Officer, Mr. Michael Falzone, and all offerors must have an active System for Award Management (SAM) registration. The procurement will be conducted using Simplified Acquisition Procedures and is not expected to exceed the simplified acquisition threshold of $250,000. While this is not a competitive solicitation, the government will consider the received information to determine whether to proceed on a non-competitive basis or conduct a competitive procurement.

Description
INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS
TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL
OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health (NIH), National Institute of Child Health and Human
Development (NICHD), Office of Acquisitions (OA) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
Bruker Scientific LLC
40 Manning Rd.
Billerica, MA 01821
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 with a Size Standard 1,000.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the
Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR)
Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using
FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-
Competition Requirements.
GENERAL INFORMATION
1. Title: Acquisition of Bruker timsMetabo and associated components
2. Background Information: The acquisition of a liquid chromatography – ion mobility spectrometry – mass spectrometry (LC-IMS-MS) system is necessary to meet the scientific and operational requirements of the National Institute of Environmental Health Sciences
(NIEHS). LC-IMS-MS technology provides a critical capability that supports the agency’s core mission in the biomedical and environmental health sciences. It enables the separation and molecular analysis of biological samples, such as biofluids, cells, and tissues, and such an approach is often referred to as metabolomics, lipidomics, or exposomics analysis.
The NIEHS requires an updated LC-IMS-MS platform to support ongoing and future research in metabolomics, lipidomics, and exposomics. LC separates chemicals based on polarity, size, or other chemical or physical properties. IMS separates chemicals based on charge and shape.
MS measures a chemical mass from which chemical formulae can be calculated as well as structure information from tandem mass spectrometry. By integrating complementary dimensions of separation and structural information, LC-IMS-MS greatly enhances sensitivity, confidence in identification, and coverage of low-abundance and isomeric chemicals including metabolites, lipids, and exposures.
NIEHS research is focused on identifying and understanding the changes in cells, biofluids, and tissues that occur directly or indirectly by environmental exposure. This includes understanding diseases related to exposure and the molecular mechanisms of exposure-related disease. LC-IMS-MS is the only technology that allows researchers to study these chemical exposures and disease mechanisms with confident molecular identification and quantification.
Such data directly inform risk assessments, regulatory decision-making, and the development of diagnostic or prognostic testing.
The National Institute of Environmental Health Sciences (NIEHS) requires a LC-IMS-MS system that offers a high sensitivity, high-resolution, and high-duty cycle mass spectrometer with ion mobility capability to meet the demanding analytical needs of its research programs.
A high-duty cycle is essential to maximize ion utilization and data acquisition efficiency, enabling rapid tandem mass spectrometry (MS/MS) data without sacrificing ion mobility measurement. High sensitivity is critical for detecting low-abundance metabolites, environmental toxicants, and endogenous signaling molecules that may be present at trace levels. The ability to perform ion mobility measurements adds an additional dimension of molecular separation based on collisional cross section (CCS), improving the discrimination of isobaric or structurally similar compounds and enhancing molecular annotation confidence.
High-resolution (mass) is required to compute the molecular formulae to support chemical identification, characterize unknown chemicals, and quantitively measure specific chemicals.
Together, these capabilities are essential to achieve the NIEHS’s scientific goals.
