About this file

This is a Notice of Intent to Sole Source document from the National Institute of Mental Health (NIMH) for procurement of medical monitoring equipment. The solicitation (NIMH25004491) is for Sentec V-Sign™ Sensors and ancillary supplies, a state-of-the-art digital device designed for noninvasive, continuous monitoring of transcutaneous carbon dioxide tension, pulse oximetry, pulse rate, and relative heating power. The equipment is intended for use in clinical settings like neonatal and pediatric intensive care units, sleep labs, and post-operative care.

The procurement is classified under NAICS code 339112 for Surgical and Medical Instrument Manufacturing, with a small business set-aside requirement. NIMH intends to negotiate a sole source contract with Sentec Inc. for one year, from 9/30/2025 to 9/29/2026. The government justifies the sole source determination based on Sentec's patented all-digital technology and unique sensor design, which is the only one considered safe for extended patient skin contact during sleep. Interested parties may submit capability statements by the response date of September 18, 2025, at 12:00 PM EST, electronically to the contract specialist Joe Kennedy.

DESCRIPTION OF REQUIREMENT

Purchase Description

The Sentec V-Sign™ Sensor + ancillary supply are a state-of-the-art digital device designed for noninvasive, continuous monitoring of transcutaneous carbon dioxide tension (tcPCO₂), pulse oximetry (SpO₂), pulse rate, and relative heating power (RHP). It caters to a wide range of patients, including neonates, children, and adults, and is suitable for various clinical settings such as neonatal and pediatric intensive care units (NICU/PICU), sleep labs, and post-operative care

Specific Requirements

Confidentiality of Information:

(INCLUDING BRAND-NAME) DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted.

Specifically, Sentec, is the only vendor in the marketplace that can provide the services required by the National Institute of Mental Health.

The intended source is:

Sentec Inc.

40 Albion Rd.

Lincoln RI 02865

The essential characteristics of the Sentec V-Sign Digital Transcutaneous Blood Gas Monitor that limit the availability to a sole source are all digital technology from the sensor to the unit which has been patented. Only this suggested source can furnish the requirements, to the exclusion of other sources, because this sensor is the only one on the market safe to use for extended skin contact with the patient during sleep.
