About this file
This is a Notice of Intent to Sole Source document from the National Institute of Mental Health (NIMH) for a professional service contract to provide first call maintenance and service of General Electric MRI Scanners in the Functional MRI Facility. The contract will be awarded to Burge Bradford for one base year and three option years, with a total performance period from 9/30/25 to 9/29/29. The specific requirements include deploying one MRI Service Field Engineer with at least 5 years of experience in GE's MRI service group, certified to service GE 3T MRI Scanners. Key responsibilities include taking first call service requests, diagnosing and performing initial repairs, conducting quarterly preventative maintenance, and providing expertise on FMRIF's GE scanners. The government will provide workspace, office equipment, and NIH campus access. The contract is being sole sourced because Burge Bradford is determined to be the only vendor with the necessary training, experience, and familiarity with the NMR center's specialized scanning environment and equipment customizations.

(INCLUDING BRAND-NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Burge Bradford is the only vendor in the marketplace that can provide the services required by the National Institute of Health.
The intended source is:
Burge Bradford 2918 Timber Ridge Dr, Mount Airy, MD 21771
The knowledge and ability to implement and support such customizations is critical, as FMRIF scanners do not remain in the state they are delivered from the vendor. Modifications to both hardware and software are necessary to support the work done in the FMRIF, to advance both MRI Physics and Neuroscience research. There are no other sources with the combination of training, experience, and familiarity of the NMR center scanning environment and operation, in-depth knowledge of GE system customizations necessary for research, and the specific needs of the FMRIF scanning platforms. The contract person is already skilled in all technical aspects of the facility GE 3T scanners and equipment. A lengthy period of training and familiarization would be necessary by another incumbent in order to approach the level of competence and technical acumen necessary to perform maintenance on the highly specialized platforms in the FMRIF.
Only this suggested source can furnish the requirements, to the exclusion of other sources, because only this source is able to satisfy all procurement requirements.
