About this file
This document is a Notice of Intent to Sole Source from the Defense Counterintelligence and Security Agency (DCSA) for legal reference materials and resources.
The DCSA Office of General Counsel and Contracting and Procurement Office require access to various legal reference materials, including the U.S. Code, case law, regulations, and other legal resources. They also need online access to the Nash and Cibinic Report, a proprietary acquisition-focused periodical. DCSA intends to award a contract on a sole source basis to Thomson Reuters Westlaw, as they are the only provider that can meet all of the agency's legal reference and resource requirements. The proposed contract will have a 12-month base period with four 12-month option periods. DCSA is issuing this notice to allow other interested and responsible sources to indicate their capabilities, though a determination to compete the acquisition is solely at the Government's discretion. Responses should include the contractor's business information and a capability statement. The deadline for responses is 2 p.m. EST on August 16, 2024.
